Title: Neurotrauma Biomarker Characterization Services for Blast Exposure Studies Solicitation: W81XWH-16-T-0032 Notice Type: Sources Sought Response Date: 15 December 2015 Classification Code: A- Research and Development NAICS: 541- Professional, Scientific, and Technical Services 541712-R&D in biotechnology Synopsis: The Government requires support to successfully perform the projects, tasks, and subtasks outlined below designed to support the Walter Reed Army Institute of Research (WRAIR) in their Evaluation of Blood Biomarkers and Automated QEEG from Concussed and Non-Concussed Cohorts in a Combat Zone" and #1796. Performance Work Statement (PWS) TITLE: Neurotrauma Biomarker Characterization Services for Blast Exposure Studies, to include updated Assays for Protocol M-10216, "A Comparative Evaluation of Blood Biomarkers and Automated QEEG from Concussed and Non-Concussed Cohorts in a Combat Zone," and Protocol #1796, "Experienced Breacher Injury Study: Evaluation of the Bio-Effects from Chronic Exposure to Low-Level Blast." BACKGROUND: The mission of the Walter Reed Walter Reed Army Institute of Research (WRAIR) is to conduct biomedical research that is responsive to Department of Defense and U.S. Army requirements and delivers life saving products including knowledge, technology, and medical materiel that sustain the combat effectiveness of the warfighter. The mission of the Behavioral Biology Department, Center for Military Psychiatry and Neuroscience, is to devise means of sustaining soldier performance during continuous operations and exposure to other stressors. SCOPE OF WORK: This Performance Work Statement (PWS) defines the procurement of laboratory services necessary to perform improved analyses of samples collected under human subjects protocols M-10216, "A Comparative Evaluation of Blood Biomarkers and Automated QEEG from Concussed and Non-Concussed Cohorts in a Combat Zone" and #1796, "Experienced Breacher Injury Study: Evaluation of the Bio-Effects from Chronic Exposure to Low-Level Blast." The contractor will secure the provisions necessary to meet the Behavioral Biology objectives. To meet the objectives, the contractor will use existing human serum samples from protocols M-10216 and #1796 to evaluate levels of biomarkers of mild traumatic brain injury (mTBI), specifically ubiquitin c-terminal hydrolase-L I (UCH-LI), and glial fibrillary acidic protein (GFAP) with the target CL platform or newer form of assay. Initial work for this objective was completed in 2012 & 2013, but new work is warranted based on documented improvements in the assay since 2013. The contractor will provide assay results for samples corresponding to a list of sample numbers provided by WRAIR along with reference results. The contractor will use remaining sample volume from protocols M-10216 and #1796 in the assay and destroy remaining unused portions. 1. OBJECTIVES/TASKS: 1.1 The contractor will receive a list of sample numbers provided by WRAIR and then employ the existing human serum samples from protocol M-10216, matching the provided list, to evaluate levels of two biomarkers of mild traumatic brain injury (mTBI), specifically ubiquitin c-terminal hydrolase-L I (UCH-LI), and glial fibrillary acidic protein (GFAP) with the target CL platform or newer form of assay. 1.2The contractor will employ the existing human serum samples from protocol #1796 and will evaluate levels of one biomarkers of mild traumatic brain injury (mTBI), specifically, glial fibrillary acidic protein (GFAP) with the target CL platform or newer form of assay. 1.3The contractor will provide assay results for tasks 1.1 and 1.2, along with reference results. 1.4The contractor shall document use of all remaining sample volume from protocols M-10216 and #1796 in the assay, and the destruction of remaining unused portions. 2. DELIVERABLES: Human serum samples from protocols M-10216 and #1796 are currently available to the contractor for execution of this work. All services are to be systematically performed and tissue samples will be identified by study ID numbers. 2.1 Results are generally expected within a 30-day time period per tissue sample, unless otherwise negotiated. 2.2 Monthly invoice listing all tests performed in support of this PWS will be submitted through Wide Area Work Flow by the 15th of each month for the preceding month. 3. TRAVEL: The contractor will not be required to travel. 4. GOVERNMENT FURNISHED ITEMS: The government will furnish human serum samples from protocols M-10216 and #179. 5. WORK SCHEDULE AND LOCATION: There is no on-site work to be done at WRAIR, 503 Robert Grant Avenue, Silver Spring, MD. All laboratory support for serum processing shall be performed by the contractor. 6. COR: TBD. 7. PERIOD OF PERFORMANCE: 15 January 2016 - 14 January 2017. RFI INSTRUCTIONS: Interested parties are asked to respond to this RFI and submit a capabilities statement that supports the focus of this RFI. Please review the place of performance requirements. Please submit written responses via email in Microsoft Office 2000 or 2007 format. All responses should be complete: in 12-point font; and not to exceed 5 pages total, including graphics, tables, and appendices. No hardcopies shall be accepted. No written solicitation document is available at this time. Telephone requests will not be honored, and no bidders list shall be maintained. No inquiries regarding any potential future acquisition activities shall be entertained. There is proprietary information involved in this requirement which may preclude some established clinical trial centers from competing on this requirement, although no decisions have been finalized at this time.
