- Description
- The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-12-G-0006 with the Bell Boeing Joint Project Office to update aircraft engineering documentation to authorize the conversion of the current RT-1990, Generation 5, AN/ARC-210 radios to the latest RT-1990A configuration. The necessary documentation updates are required in order to facilitate the installation for production and forced retrofit of the RT-1990A Generation 5 AN/ARC-210 Radio onto V-22 aircraft. Bell Boeing is the sole designer, developer and producer of the V-22 aircraft. As such, Bell-Boeing is the only known source that possesses the requisite knowledge, technical data and expertise required to perform this effort. This acquisition is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
