- The U.S. Forest Service Northern Research Station (NRS) seeks services to replace an overhead 13kv electrical line, including: utility poles, cables, cross arms, fuse holders, insulators and appurtenances at its Forestry Sciences Laboratory in Delaware, Ohio. Contractor must be registered www.sam.gov to be considered. THIS IS A FREE REGISTRATION. There is a requirement to submit a technical proposal with your offer. See Section L & M for preparation instructions. Award will be made to one contractor. You must submit pricing for all items, including any option items and/or option years. This Solicitation will result in a firm, fixed price construction contract. One of the requirements is that the Contractor pay their employees the Davis Bacon wages and fringes specified in Section J. Weekly certified payrolls to that effect must be submitted, and the workers may be questioned in this regard This acquisition is for the services to. Twenty (20) percent bid guarantee, 100 percent performance bond and 100 percent payment bonds will be required. The solicitation will only be available from the website. All interested contractors are strongly encouraged to attend the site visit on December 01, 2015 at 10:00 AM (EST) at the Forest Service Laboratory in Delaware, OH. For direction contact Art Hicks. Answer: Guy wires will be allowed for this project. 2 ) What size conductor will be needed? If that is not determined, then what is the load (so we can get the correct size)? Answer: Size of the wire is stated in the spec as #2 ACSR. 3) Can the contractor change the route of the new line? Answer: No, follow path as shown on Government drawing. 4) There are underground facilities near the trees on the West side of the parking lot, will they interfere with down-guys? Answer: The government has provided a drawing of the location of the utilities to the best of our knowledge. It will be the contractor's responsiblity for verifying the utilities, and incorporating their condition into the contractor's proposal. 5) May we have material shipped directly there? Answer: Material may be shipped to the site and the Government will provide a location for storage, but the Government is not responsible for the safety and security of the materials.
