- This Notice of Intent to Award a sole source contract is conducted in accordance with Federal Acquisition Regulations (FAR) Part 12 Commercial Items. The authority for this award is FAR 13.106-1(b)(2), for purchases exceeding the simplified acquisition threshold and FAR 6.302-1(a)(2). The requirement at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial items conducted pursuant to subpart 13.5. The U.S. Department of Homeland Security/Federal Emergency Management Agency/National Emergency Training Center (DHS/FEMA/NETC) intends to negotiate on a sole source basis with Guest Services, Inc., 3055 Prosperity Avenue, Fairfax, VA 22031-2290. DHS/FEMA/NETC intends to issue a non-competitive award that will result in a period of performance from date of award through August 31, 2016. The intended procurement will be classified under the North American Industry Classification System (NAICS) code 722310 Food Service Contractors with a small business size standard of 38.5 million [average annual receipts for 3 preceding fiscal years]. The services will be provided at the NETC, 16825 S. Seton Avenue, Emmitsburg, MD, where Guest Services, Inc. currently provide meal services under a separate competitively awarded contract. The purpose of the contemplated award is to permit Guest Service, Inc. to provide meal service to new employees attending the Emergency Manager Orientation (EMO) course at the NETC. FEMA/NETC has determined that Guest Services, Inc. is uniquely qualified to perform this work because they are the current food service provider at the NETC. Guest Services was awarded the food service contract under a competitive procurement action. This notice of intent to sole source is NOT a request for competitive quotes and no solicitation document exists for this requirement. All parties interested in responding to this notice shall: 1) Include contractor information on the services provided which clearly support the requirement outlined below; 2) Fully explain your capabilities and qualifications by submitting a detailed capability statement by the date shown below. Submissions received after that date will not be considered. Parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. Telephone or facsimile requests for information will not be considered or responded to. Responses to this intent to sole source notice must be made in writing and submitted (using PDF, MSWord, Excel Attachments) to Jane Huwig-Leister, Contract Specialist at jane.huwig-leister@fema.dhs.gov Statements are due not later than 11:00 a.m. Eastern on January 1, 2016. Contractor must have the capability of providing full food service (breakfast, lunch and dinner) with unlimited servings/seconds at the NETC for to up to 48 students attending EMO courses on various dates to be determined. These meal services shall also include morning and afternoon break service with hot and cold beverages, various snacks. The items provided shall include coffee, hot and iced tea, hot chocolate, soda and other cold beverages, a variety of donuts, bagels, muffins, fresh fruit, cookies, brownies, chips, vegetables, etc. provided on a rotating basis for the duration of the course. All capability statements received by the closing date of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All contractors doing business with the Federal Government must be registered in the System for Award Management 9SAM) database.
