Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to contract for any supply or service whatsoever. The Broadcasting Board of Governors (BBG) is not at this time seeking proposals and will not accept unsolicited proposals. All, who respond to this RFI, are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the Interested Party's expense. Not responding to this RFI does not preclude participation in any future RFP if any is released. BBG is conducting market research in anticipation of a future requirement. BBG is seeking to ascertain if there are firms available who are capable of providing television and radio broadcast and production systems. Interested Parties are encouraged to provide information on how they would provide BBG with the services noted above. BBG anticipates a future multiple award requirement for Contractors who have the capability to modernize and upgrade its television, and radio broadcast, and production systems. BBG anticipates that the Contractors must be specialized in all aspects of television and radio broadcast systems such as studio set design, fabrication and lighting design, installation and technical integration services, training, documentation and logistics. The Contractors must also be able to perform a variety of tasks under an Indefinite Delivery Indefinite Quantity (IDIQ)-type contract. It is anticipated that the tasks under an IDIQ may be independent new work, or may augment other major projects that are already in progress. It is anticipated that the majority of the work will be performed in the Washington DC metro area. However, BBG does have Bureaus worldwide that may need similar services. REQUESTED INFORMATION: Interested firms are requested to respond to this RFI with a comprehensive written "Capabilities Statement," consisting of an original and one (1) copy, describing their approach to this Notice. The "Capabilities Statement" must include, at a minimum, the following: 1. BUSINESS NAME: Business size (i.e., small, large, etc.) and ownership; 2. EXAMPLES OF CAPABILITIES: Evidence of specific examples of your successful past performance, with a desired minimum of three (3) years of experience in providing the above service; 3. TECHNICAL PERFORMANCE: Clearly describe your ability to provide the above including, but not limited to, the approximate size of your staff, location of your offices around the world, and the procedures that you employs to ensure that the above is properly completed. 4. REFERENCES: Provide three (3) current or former clients, including the names and title, current address, city, state, country, email and telephone number of the customer Point-Of-Contact; 5. RESPONSE: Describe your experience and capability to accomplish the above. 6. BUDGET: Provide an approximate budget to provide the above for one year. All written or courier delivered responses must consist of an original and one (1) copy to this RFI notice, must be received by 12:00 p.m., Eastern Day light Savings Time (DST), on January 7, 2016 at the Broadcasting Board of Governors, Attention: Seneca Belinfontie, Office of Contracts (CON), Cohen Building, 330 Independence Ave., SW., Room 4300, Washington, DC 20237. Please be mindful that all proprietary information should be separate, and kept at a minimum, and clearly marked. Please be advised that all submissions will become Government property and will not be returned. NO telephone, fax or oral responses will be accepted. Based on the response to this RFI a determination to compete or not to compete a future procurement is solely within the discretion of the Government. In the event a Solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of interested firms to monitor the FedBizOpps website for additional information pertaining to this RFI or a future Solicitation. This Notice is not a RFP, IFB, or RFQ.
