- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Medical Materiel Agency (USAMMA) to procure MRS7 software without competition as prescribed in FAR 13.501(a)(1)(i). Specifically, the Government will procure this software manufactured by Mammography Reporting System, Inc. (MRS). MRS7 is a software database that tracks FDA mandatory requirements for the passing Mammography Quality Standards Act annual inspection and keep track of patient past medical history related to breast imaging. The Army PACS Office centrally manages the procurement of Radiology PACS and software products that operate in conjunction with the PACS Systems. MRS is the only company to offer an approved government bidirectional HL7 feed to the Composite Health Care System (CHCS). This is crucial for the documentation of medical information into the patient medical record, which will follow a patient from DoD facility to DoD facility. MRS is the only vendor that has met and passed requirements for Defense Information Assurance Certification and Accreditation. Software upgrades will offer a continuity of medical information; reduce the learning curve of learning a new system as well as training costs, therefore offering some savings to the government while standardizing the remaining facilities across the AMEDD. MRS offers a user interface integration that seamlessly integrates, and operates within both AGFA Impax and Fuji Synapse PACS environments without logging out of one program into another. AGFA and Fuji are the two PACS systems deployed throughout the AMEDD and concurrent integration is of paramount importance. In order for a facility to practice mammography, the facility must pass a yearly FDA inspection to insure compliance with documentation, notification, tracking, safety, and QA/QC. This software enables facilities to meet these mandates in a matter consistent throughout the enterprise. A facility that fails Mammography Quality Safety Act inspection is render unable to perform exams. The North American Industry Classification System (NAICS) for this requirement is 511210 and FSC 7030. Proposed solicitation number: W81XWH-16-T-0008. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
