Description
Request for Information (RFI) - Vehicle Tracking Services Background and Scope The Federal Bureau of Prisons (Bureau) is an agency of the Department of Justice (DOJ). It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico; 6 regional offices, a Central Office (headquarters), 2 staff training centers, and 26 Residential Reentry Management offices. The Bureau is responsible for the custody and care of approximately 205,000 Federal offenders. More information about the agency can be found on the Bureau's website, www.bop.gov. Recent advances in technology have presented new issues to safety and communication abilities of the Bureau's vehicle fleet. New opportunities for advanced communication are vitally important to the Bureau's mission. The goal of this Request for Information (RFI) is to collect information to identify and assess the market place of technologies and systems that can assist in the Bureau's mission by providing CONUS coverage 24/7 for vehicle tracking and monitoring services. Purpose The Bureau is specifically interested in fully integrated systems that will allow for the live, 24/7 tracking and monitoring of the Bureau's vehicle fleet. Questions The vendor shall provide hardware, software and services. 1) How will you provide a satellite based, two-way communication system for real-time global coverage? 2) Does your system support two-way text communication that includes an in-vehicle display? If not, please describe. 3) How does your system provide a variable global position report and what is the update time period to mark the tracking position? 4) What does a complete vehicle history look like and how long is it accessible? 5) What vehicle information do you provide? 6) How do you manage the installed components not interfering with routine operations? 7) Describe the communication bandwidth and connection options. 8) Describe an interface to support plans to track individuals being transported in vehicles. 9) Describe your internet accessible user interface. 10) Describe the training for the installation & maintenance of hardware. 11) Describe the training for using the monitoring service. 12) If the system is currently available, describe purchase cost, cost of operations and maintenance, the monitoring service and warranties available. 13) Are there any use restrictions, special approvals or licenses required to operate the system/equipment? Is use limited in any way by the FAA, FCC, federal, state or local laws or regulations? 14) Can the system be upgraded as technology changes or improves? How long does it take to upgrade the system? What steps are required to upgrade a system? 15) Is your company a small business? Please supply your contractor information: Duns #, NAICS code, Business size, POC, etc. 16) Describe the typical system architecture (e.g. deployment of sensors or antenna; where does additional equipment need to be located, etc.). 17) Is the solution currently commercially available? If so, provide reference or operational use cases where it is actually functioning. Has your system been used, evaluated or observed by any other federal, state or local government agencies? If so, provide a contact name and contact information (phone number/ email address) and name of government agency. Questions regarding this RFI must be submitted to p5clark@bop.gov by 12:00 pm January 6, 2016. Responses to this RFI shall be emailed in PDF format, no later than 2:00 p.m. (EST) on Friday, January 8, 2016, to Paul Clark, Contract Specialist, at p5clark@bop.gov.
