- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation VA250-16-Q-0058 is being issued as a Request for Quotation (RFQ), with the intent to award a Firm-Fixed Price contract for services. All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. The contract duration is from the date of award to completion. This requirement is restricted for small business for commercial items under the North Atlantic Industrial Classification System (NAICS) 926150; size standard/$10 million per annum. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technically acceptable factors considered. The following factors shall be used to evaluate offers in relative order of importance: Technically Acceptable and Price. The following commercial service is requested: A.GENERAL INFORMATION SCOPE OF WORK FOR INSPECTION OF FIRE, SMOKE AND COMBINATION FIRE AND SMOKE DAMPERS Contractor will furnish all labor, supervision and equipment necessary to locate and inspect all fire, smoke and combination fire and smoke dampers located through-out the air conveyance systems in buildings 302,307,310,320,330 and 340 at the Dayton VA Medical Center. 1. METHODS OF INSPECTIONS AND REPORTING Inspection to include: FIRE DAMPER - removal and inspection of fusible links, manual operation of dampers and replacement of fusible links. SMOKE DAMPER - verify position of damper before test. (Should be open) Initiate alarm condition, verify position of damper. (Should be closed) Remove alarm condition and return to normal, verify position of damper. (Should be open) COMBINATION FIRE AND SMOKE DAMPER - Both the fire and smoke damper inspection must be performed. Defects or nonfunctioning dampers or fusible links are to be recorded and reported to the Air Conditioning Supervisor immediately. If the damper is inaccessible, a visual inspection must be made and recorded. 2. WRITTEN REPORT A written report will be provided by contractor showing location of dampers (building,room,air conveyance system), type of damper, (fire damper, smoke damper and combination fire and smoke damper) inspectors name, damper identification number and pass or fail. With failure or inaccessibility, a written comment will be recorded for each occurrence. HVAC prints furnished by VA will be returned to VA with locations and damper identification numbers clearly identified. In the year 2000 a project was designed, and awarded. (Project # 552-96-100) This project eliminated some of the smoke dampers in several buildings, if the dampers are permanently open; this must also be included in the report. Room numbers on prints may not be accurate, due to recent renovation projects. 3. PROPERTY AND PERSONNEL PROTECTION The contractor shall use clean drop cloths or other suitable covering to fully protect furniture and equipment where work is being performed. Proper protective signs such as "MEN WORKING ABOVE, DANGER" Etc. to alert other working personnel shall be used. All OSHA guidelines must be followed. The contractor will leave all work areas in a clean and sanitary condition. Extreme care must be taken to protect all V.A. equipment. 4. SUPERVISION A thoroughly trained and experienced supervisor and staff will perform all work under the strict supervision of the contractor. The supervisor must be able to read and understand blueprints. 5. HOURS OF WORK Arrangements shall be made 5 workdays in advance with the air conditioning supervisor or designee before starting work. This will cause minimal interference with normal functions of the medical center. At times, due to possible emergency situations, work will be stopped or delayed until further notification. Inspection hours can normally be performed from 4:30p.m. To 12 midnight. All systems will be back in operation by the end of the shift. Work areas will be returned to as found conditionings.
