- This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The contractor would be required to provide one (1) automated multi-wavelength diffraction particle size analyzer (PSA) to the Weapons and Materials Research Directorate (WMRD) at the Army Research Laboratory (ARL) in Building 4600, Aberdeen Proving Ground (APG), MD 21005. The Contractor would have to ensure the PSA can meet the following minimum criteria: 1. The Contractor shall ensure the PSA utilizes Polarization Intensity Differential Scattering (PIDS) technology for higher accuracy particle size characterization in addition to low angle forward light scattering (LAFLS). 2. The Contractor shall ensure the PSA is able to determine particle sizes ranging from 0.020 micrometers or smaller to 2000 micrometers or larger. 3. The Contractor shall ensure the PSA is supplied with all necessary power cables and connections. 4. The Contractor shall ensure the PSA is supplied with a Personal Computer (PC)/monitor for operation of the instrument. 5. The Contractor shall ensure the PSA is supplied with a dry powder system which does not require the use of liquids. 6. The Contractor shall ensure the dry powder system is capable of measuring particle sizes according to ISO 13320 standard. 7. The Contractor shall ensure the dry powder system is fully automated and does not require sample preparation. 8. The Contractor shall ensure the PSA is supplied with a mixed dispersant kit for powder sample preparation. 9. The Contractor shall ensure the PSA is supplied with 15 micrometer diameter control samples for calibration purposes. 10. The Contractor shall ensure the PSA is supplied with 300 micrometer diameter latex control samples for calibration purposes. 11. The Contractor shall ensure the PSA is supplied with 500 micrometer diameter glass bead control samples for calibration purposes. 12. The Contractor shall ensure the PSA is supplied with 30 sample tubes for the dry powder system. 13. The Contractor shall ensure the PSA is supplied with 30 barcoded sample tubes for the dry powder system. 14. The Contractor shall ensure the PSA operates on standard 110 Volt, 60 Hz power. 15. The Contractor shall supply a 1 year warranty for all delivered items. The warranty shall take effect the day the unit is installed.
