- COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Background Information The Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Chief Information Officer (OCIO), requires Directory Resource Administrator (DRA) licensing for each user supported by the Enterprise Consolidated Network. DRA is an administration tool that allows the Information Technology (IT) professionals to update user's personal information, reset passwords, create, modify and troubleshoot network accounts, permissions, and problems. DRA interfaces with the Microsoft Active Directory Services, and provides a safe and efficient means of managing user account requests by service desk and IT administrative staff. DRA also provides centralized, secure logs, records in a tamper-resistant repository and has reporting features. B. Technical Objectives OCIO requires that the supplier provide an annual Enterprise Named User maintenance and support agreement. The supplier should be authorized the software publisher/manufacturer, Embarcadero Technologies, to provide annual maintenance and support for RAD Studio Enterprise Named user software licenses. SERVICES TO BE PERFORMED i. A. Coverage Type: Essential Care a. Coverage will provide 12x5 support services. b. Services included shall include Online Support, Support Services, and Product Maintenance (upgrades/updates). c. Features of Online Support shall include access to the Knowledge Base, Service Request Manager, Online User Forums, Notifications and Alerts, and Documentation. ii. The vendor shall provide support services at DOL-OCIO datacenter(s). iii. The vendor shall provide the necessary DRA licenses, service and support for DOL to administer accounts on OCIO's consolidated network. iv. The vendor shall provide service and support for the DRA licenses as indicated in the maintenance and support agreement package which include licenses, service and support, and technical support. v. The vendor will provide professional services to include: technical support and consultation. These licenses will be utilized for users in DOL's National office (Washington DC metropolitan area) and regional offices. vi. Product support renewal to be co-termed and services combined into a single support agreement. Technical Requirements vii. The vendor shall provide 4500 DRA licenses and support services, to be combined into a single support agreement for management by DOL OCIO viii. The vendor shall renew maintenance support for DRA licenses previously purchased by various DOL agencies, into a single support agreement for management by DOL OCIO ix. The identified product requirements and current maintenance expiration dates are as follows: C.
