Description
NIH is looking for a total electronic records management solution. The solution should provide help to solve the growing challenge of scanning, creating, managing, and storing files of varying types with variable disposition schedules. A. Imaging Solution Provide a proposal for a Commercial off the Shelf (COTS) document imaging solution and records management system to scan and save paper documents, with customizable indices, and searchable OCR’d (optical character recognition) standard format documents. The vendor shall provide the option for comprehensive on-site staff training and an option for staff augmentation of an onsite solution (i.e. staff for scanning). The actual number of paper documents is unkown, but numbers in the hundreds of sqaure feet. Base your estimated costs on scanning 150 square feet of paper documents. B. Training Training may need to be provided for both system administrators and numerous end-users (up to 250). Training class size can be determined by the vendor, but the class size shall be small enough to allow every student the opportunity to receive "hands-on" training. The training will be conducted on-site and should include a printed guide for each student that can be used for reference once training has been completed. B. Legacy Documents Provide conversion of already digitized records (potentially millions of files) using equipment (hardware & software) owned by the vendor to perform this service. C. File Storage The contractor shall upload all of the scanned, indexed and linked files, and all documents already in a standard electronic format into an Electronic Records Management Repository. All existing Federal records retention rules and requirements must be followed. D. Scope or Mission This solution will need to accommodate various files type (contract files, task order files, personnel files, policy etc.). As part of the requirement, the contractor shall assess files and produce a project plan that contains a file format analysis, proposes an indexing scheme, defines the process linkages for designing a custom workflow for the document conversion process, a custom workflow for digital signatures, methods fo integrating with other NIH systems and a quality assurance plan. The project plan should also include milestones and schedules for task completions. E. Place of Performance The contractor personnel can perform work at the NIH where needed. Unless otherwise approved or requested by the Government Contracting Officer Representative (COR), the government will provide the office space and desk necessary to accomplish the tasking. The contractor shall perform scanning services at NIH facilities only. The Contractor shall provide written notice should the performance location have an impact on the contract/task order. F. Eligible contracting vehicles The government is interested in identifying any existing contract mechanisms that respondents may already have (IE GSA, NITAAC, NASA SEWP, etc). H. Responding to this RFI Respond to the sections listed in this request for information, and about possible solutions including cost scenarios. This information is being used as a tool for Market Research Purposes only, and does not guarantee that a solicitation will be issued on the subject matter. The government will use the capabilities submitted from industry to more fully develop its requirement. Any/all propietary data submitted will be kept private.
