- The Naval Research Laboratory has a requirement for comprehensive facilities operational maintenance and enhancement support for two NRL buildings to include security (technical and physical facility access control, and information system security). These buildings are Sensitive Compartmented Information (SCI) facilities located at the Naval Research Laboratory, Washington DC. Personnel proposed to work on the resultant contract shall have a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance prior to contract commencement. REQUEST FOR INFORMATION /SOURCE SOUGHT Contract Action - N00173-16-R-EB04 Branch 3220 THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. Location - Naval Research Laboratory location at Washington DC. 2. Objective - The Naval Research Laboratory is searching for potential sources capable of performing Contractor services for the operation maintenance, and security of several secure Sensitive Compartmented Information (SCI) facilities located at the Naval Research Laboratory Washington, DC site. It is anticipated that a Request for Proposals will be issued early year 2016. Answers to this RFI will be key in shaping certain aspects of the requirement. 3. Contract Type - Cost Plus Fixed Fee (CPFF). 4. Competition Strategy - Currently contemplating full and open competition unless the results from this RFI support the set aside of any kind. 5. Length of Award - One (1) year base with four (4) one year option periods. 6. Services Characteristics - Attached to this document is a draft Statement of Work for the effort. The Government is currently in the planning stages for this procurement and therefore will continue to modify the language within the Statement of Work as necessary. The attached document does not represent a final Statement of Work. 7. Responses format - The Government asks that interested parties, at a minimum, supply the following information in a Capability Statement: CONTACT INFORMATION A) Name of Company b) Telephone Number, Fax Number, Address, and e-mail address c) Business size and number of employees DESCRIPTION OF RELEVANT EXPERIENCE Provide a list of Navy, DoD or Federal contracts supported during the past 36 months with a brief description of the type of Secure Facility Operations, Maintenance, and Security (technical and physical facility access control and information system security). Only list contracts related to Secure Facility Operations, Maintenance, and Security similar to those of the draft Statement of Work attached. Please describe your company's ability and procedure to employ and maintain personnel with Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. Identify applicable contracts and describe how you met the requirement for additional or replacement personnel that met the Statement of Work personnel requirements. 8.
