- Maintenance/Repaor - Student Tranasportation Vehicles Chemawa Indian School The Bureau of Indian Affairs, Northwest Regional Office, Contracting Section is seeking Indian Economic Enterprises interested in offering the services shown in the Statement of Work shown below. Statement of Work Student Transportation Bus Maintenance I.Purpose: The purpose of this action is to provide maintenance and repairs to activity buses for use by the Chemawa Indian School located at 3700 NE Chemawa Road, Salem, Oregon 97305. NAICS Code: 811111 SIC Code: J023 II.Background: The Chemawa Indian School is under the administrative jurisdiction of and operated by the Bureau of Indian Education, United States Department of the Interior. It is an off reservation boarding high school that serves up to 400 Native American Students during the School Year. (The School year normally runs from September through May.) The School operates twenty-four (24) hours per day, seven (7) days per week when in session. To support off campus student activities, the school requires maintenance support for several Student Transportation buses. III.Contractor Responsibility: A.The contractor shall provide maintenance and repairs to Student Transportation Buses shown below: (total of five (5) buses) 1.Sixty (60) passenger buses (3 Buses) 2.Fourteen (14) passenger buses (2 Buses) B.The Contractor shall provide all required supplies, materials, labor tools and equipment to maintain the vehicles shown above to the manufacturer ¿s specifications, provide required inspections and certifications to ensure that the vehicles meet the State of Oregon requirements for Student Transportation vehicles and provide documentation of repairs, transportation of buses to and from the Chemawa Indian School campus. IV.Student Activity Vehicle Technical Requirements: A.Repair and Maintenance Standards: Bus parts installed and repairs performed under this contract shall comply with the vehicle manufacturer standards, Federal Motor Vehicle Safety Standards for Student Transportation Buses and the Oregon Department of Education, Administrative Rules Division 53, School Bus Driver Training, Licensing, and School Bus Standards. All work is to be performed by properly licensed mechanics and parts are to be new and of good quality. All work is to have a written warranty according to industry standards. Any defective parts or services will be corrected by the Contractor at no cost to the government B.Annual Inspection: 1.The Contractor shall inspect the buses annually to ensure that they are in sound mechanical condition and that they meet the Oregon Department of Education, Administrative Rules Division 53, School Bus Driver Training, Licensing, and School Bus Standards requirements for Student Transportation Buses. Any required repairs found during annual inspections are to be itemized and given to the COR prior to work being performed for approval of costs. 2.A copy of the annual inspection report shall be provided to the Contracting Officer ¿s Representative at the time the buses are delivered to the school campus. V.Vehicle Operations: A.On Campus Requirement: 1.During the School Year (when students are on campus), the buses shall remain on the Chemawa Indian School campus unless maintenance or repairs require that the vehicle be removed from campus to the Contractor ¿s facility for repairs. Prior to removal from the campus for maintenance and repairs, the Contractor shall coordinate with the Contracting Officer ¿s Representative (COR) to schedule the removal and return date. 2.The Contractor may remove the buses form the Chemawa campus after students have departed from the campus for summer break to do required annual inspections and shall return the buses to campus two weeks prior to students returning to campus after summer break. (The Contractor will coordinate with the COR on the exact dates of removal and return.) B.Routine Maintenance and Repairs: The contractor is responsible for servicing buses and performing all preventive and routine maintenance according to Manufacturer specifications. Cost estimates are to be given to the COR for approval prior to preforming any maintenance or repairs. C.Emergency repairs: The Contractor shall develop a system to provide emergency repairs to the buses. Emergency repairs include instances where buses will not start, do not operate correctly or in any way break down while in operation. Cost estimates are to be given to the COR for approval prior to making any emergency repairs. D.On school grounds and off school ground maintenance and repairs: 1.Minor repairs or maintenance that do not require a service center, and do not remove the vehicle from service for more than a 2 hour period may be accomplished at the school parking lot. (e.g., windshield wiper blade replacement, signal/headlight bulb replacement) Additions of small amounts of vehicle fluids (e.g., engine oil, transmission fluid, brake fluid, etc.) of less than one quart may be accomplished in the school parking lot. However, in the event of a fluid spill, the Contractor shall be responsible for spill clean-up. 2.More extensive repairs or maintenance that require a service facility or that removes the vehicle from service for more than 2 hours shall not be accomplished on school grounds, but must be accomplished at a facility provided by the contractor. VI.General Information: A.Mechanics: The Contractor will provide Oregon State or equivalent licensed mechanics to perform all services on the buses. The Contractor will provide a properly licensed and insured facility to accommodate repairs or maintenance required on said buses which is appropriate for such repairs. B.Insurance: As a minimum, the Contractor shall maintain a $1,000,000.00 minimum liability insurance policy. Kelly Phone: (503) 231-2279 E-Mail: Kevin.Kelly@BIA.gov Interested parties will be requested to provide the following information: Business Name, Business Address, DUNS number A brief (one page) description of the business showing the following information (existing marketing information may be used to fulfill this requirement): Services provided Experience in vehicle maintenance and repair Certifications (in any) Notes: 1.The term ¿Indian Economic Enterprise ¿ is defined in the Department of the Interior Acquisition Regulation (DIAR) 1480.201) as: Indian economic enterprise (IEE) means any business activity owned by one or more Indians or Indian Tribes that is established for the purpose of profit provided that: ¿the combined Indian or Indian Tribe ownership must constitute not less than 51 percent of the enterprise; ¿the Indians or Indian Tribes must, together, receive at least a majority of the earnings from the contract; and ¿the management and daily business operations of an enterprise must be controlled by one or more individuals who are Indians. To ensure actual control over the enterprise, the individuals must possess requisite management or technical capabilities directly related to the primary industry in which the enterprise conducts business. The enterprise must meet these requirements throughout the following time periods: (1)At the time an offer is made in response to a written solicitation; (2)At the time of contract award; and (3)During the full term of the contract. 2.If a sufficient number of Indian Economic Enterprises respond to this Sources Sought Notice, any solicitation issued as a result of this Sources Sought notice will be set aside for Indian Economic Enterprises only. 3.If an insufficient number of Indian Economic Enterprises respond to this Sources Sought Notice, then the Government reserves the right to issue a second Sources Sought Notice seeking small businesses to fulfill this requirement.
