- Past Performance Questionnaire COAUSDC Final Design Report USDC Schedule B COA Schedule B US District Court (USDC) Drawing Court of Appeals (COA) Drawing Courtroom Technology Solicitation This is a combined synopsis/solicitation for commercial items. Solicitation Number USCA16R0018 is issued as a Request for Proposal (RFP). This announcement constitutes the only publication. This solicitation is expected to result in the award of up to seven five-year Blanket Purchase Agreements (BPA) for the acquisition and installation and integration of courtroom technology equipment, together with related training, warranty and maintenance services. No funding will be obligated on the BPAs and no work will be authorized by the BPA. Work will be authorized through and funding will be obligated on BPA Calls (BPACs) awarded by Contracting Officers located throughout the United States and its territories and possessions. Each BPAC will contain the agreed upon fixed price for the project to be performed, the Government's design specifications for the project (which will contain specific "brand name or equal" make and model solutions for the required equipment) and will define the specific BPAC requirements, deliverables and pricing. The BPAs will be unpriced and no funding will be obligated on or payments made against the BPAs. Each BPAC will be awarded on a firm fixed price basis and will require the Judiciary to obligate sufficient funds to make required payments under the BPAC. The Offerors must be registered in System for Award Management (SAM) prior to award. The government will make awards to the technically acceptable, responsible offerors whose proposal offers the lowest price to the Government. The Government reserves the right to make fewer than seven or no award at all. All proposals are due no later than 2:00 PM ET, Thursday, 28 January 2016. Any proposal, modification, or revision that is received at the designated Government office after the exact time specified for receipt of proposals is "late" and will not be considered. The Contracting Officer's reserves the right not to accept questions concerning this RFP after Thursday, 4 January 2016, 3:00 PM ET to ensure sufficient time to provide answers to significant questions to all interested offerors through posting on the FBO website. No telephone, written, e-mail or fax requests for documents will be accepted; all interested offerors must download their own documents from the internet - no exceptions. All interested offerors are requested to register for this solicitation.
