THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Eastern Regional Office, Silver Spring, MD is requesting letters of interest from POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH A MINIMUM SINGLE BONDING CAPACITY OF $50M OR GREATER concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to Nancy Kebe via email at nancy.kebe@va.gov no later than C.O.B. EST January 11, 2016. Project Description: This project will be a Firm Fixed Price Design-Bid-Build contract for the construction of a Community Living Center (CLC) located at the Perry Point VA Medical Center in Perry Point, MD. In accordance with VAAR PART 836-204 Disclosure of the magnitude of construction projects, the magnitude of this project is between $50,000,000 and $100,000,000. The period of performance is expected to be approximately two years from notice to proceed. The scope of this contract will include construction of a Community Living Center of approximately 172,000 square foot, accommodating 155-bed, The Department of Veteran's Affairs delivers nursing home services to veterans in community living center facilities. The new Community Living Center will feature thirteen houses as well as a Community Center building and an enclosed mall connecting all buildings. The CLC is designed to promote independence and resident choice in a home-like, residential setting. Each one-story, fully handicapped accessible house will allow easy access to secure outdoor living areas in the home's backyard, courtyard or front porch breezeway. The design of the homes provides views to the Susquehanna River and Chesapeake Bay as the houses are situated along two levels terraced on the site. The design for new facility incorporates Federal High Performance and Sustainable Buildings requirements including hot-water solar collectors, photovoltaic solar collectors, and a geothermal heat-pump system. Interested PRIME CONTRACTORS ONLY should submit capabilities statements demonstrating their experience in projects of similar nature as described above. We are seeking responses from large and small businesses meeting the bonding capacity. Your response should include the following information in your response: details of similar contracts, project references (including owner with phone number and email address), size of business and size of contracts. If you are a small business, please provide any federally designated categories of small business. Additionally, provide information on your bonding capability - both single and aggregate. Narratives shall be no longer than five pages. Email responses are required and should be submitted to Nancy Kebe via nancy.kebe@va.gov. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Submissions may be provided in any format using subject line "Perry Point, MD CLC". Please be aware that a Project Labor Agreement Sources Sought notice is also available through FBO. Interested parties are encouraged to respond to both. PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM COMPANIES WHO HAVE THE ABILITY TO BE PRIME CONTRACTORS WITH MINIMUM SINGLE BONDING CAPABILITY OF $50M+.
