Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for P r oposal or Request for Quotation or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition. N IST does not intend to award a contract on the basis of this Notice, or otherwise pay for the infor m ation requested. No entitle m ent or pay m ent of direct o r indirect co s t s or char g es by NIST w ill arise as a result of su b m ission of r esponses to this Notice and NIST use of such infor m ation. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. The purpose of this notice is to: (1) identify organizations with the requisite qualifications to meet the requirements of the item stated herein, and (2) solicit candid feedback from industry regarding the attached draft Statement of Work as part of a comprehensive review to ensure the final solicitation includes the most appropriate and current methods of meeting NIST's needs while maximizing taxpayer dollars. (3) Interested business organizations that believe they are capable of meeting the requirements contained in the draft Statement of Work should submit electronic copies of their capability statement. If at least three qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 511210. The specific purpose of this Sources Sought Notice is to determine if there are small businesses, within the parameters identified above, that are capable of meeting the requirements in the draft statement of work. Summary o f Requirement: NIST is seeking information on the availabi l ity of sources capable of supplying SalesForce Cloud Licenses to support NTIA's Community Broadband initiative. NTIA has identified several key features that it requires from the requested SalesForce system: Contact Management - t he ability to access customer contact data, including name/title, contact information, and communication history is a key requirement. Lead Management - to ensure thorough and active follow-up with new contacts, NTIA expects the CRM system to track lead sources, assign leads to NTIA uses, and offer reports on lead data. Partner Management - the Community Broadband initiative targets partners as both lead sources (for example, reaching the community members of a trade association or NGO) and direct recipients of technical assistance (such as training other Federal agencies on broadband infrastructure projects to improve their grant-making capabilities). As a result, NTIA needs to be able to track partner-generated leads and partnership opportunities within the CRM system. Opportunity Management - to deliver technical assistance (TA) to communities and partners, NTIA needs to track TA opportunities, communications history, and important files and documents associated with an opportunity Reporting and Data Analysis - NTIA has established rigorous objectives for the Community Broadband program, including targets for community and partner activity. Combined with departmental reporting guidelines, the CMR system must support reporting on Contacts, Leads, Opportunities, and Partners. Ad-hoc reporting tools would also be highly desirable, to meet unanticipated and future reporting needs. Data Import / Export - NTIA has already kicked off its Community Broadband activities, and thus would like to be able to import its current Leads, Contacts, and Opportunities into the CRM system for tracking. Similarly, NTIA expects the ability to export its data for other purposes in the future, including the possible migration to another CRM system Mobile - NTIA already supports a remote workforce, with 4 employees based outside of the Washington, D.C. area. In addition, NTIA expects that is staff will be traveling as part of the Community Broadband initiative, so mobile access to CRM features is highly desirable Please limit responses to five (5) pages. The following information is requested to be provided as part of the response to this sources sought notice: 1. Name, Address, DUNS number, CAGE code, and point of contact information of your company. 2. Any information on the company's Socioeconomic Status (as defined by the Small Business Administration). 3. Description of your company's capabilities, experience and qualifications as they relate to the services described in this notice. 4. A description of your company's previous experience providing the services described in this notice. 5. Indication of whether the services described in this notice are currently on one or more GSA Federal Supply Schedule (FSS) contracts or other applicable contracts and, if so, the applicable contract number(s). 6. Any feedback regarding the draft Statement of Work, including concerns, potential issues, suggestions, any observed ambiguities, etc. The Government makes no commitment to provide answers to questions received. Feedback will be taken under advisement when finalizing the draft Statement of Work. 7. Any feedback regarding the NAICS code or other appropriate NAICS codes based on the scope of work. 8. Any other relevant information that is not listed above which the Government should consider in developing its specifications and finalizing its market research. After results of this m arket re s earch are obtained and analyzed, NIST m a y conduct a co m petitive procure m ent and subsequently award a contract(s). Any proprietary information should be so marked. Reponses are due by 11:00 AM EST, Monday, January 4, 2016.
