Description
The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to solicit, negotiate and award a sole source contract with Anchor QEA, located in Ocean Springs, Mississippi for Performance Monitoring Services and Architect Engineering Services for the Hancock County Marsh Living Shoreline Restoration Project's performance monitoring phase. The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. The Government intends to award a contract to Anchor QEA, LLC since it is the engineering firm of record to date. During the multiple year performance monitoring phase of this project, additional engineering and design services may be required to modify the original design documents due to changes to the site that may occur due to natural disaster and/or become evident from analyses of collected data during the performance monitoring phase. As the engineer of record for this project and other similar projects in the vicinity (Port of Gulfport and Deer Island Beneficial Use Marsh Extension projects), Anchor QEA, LLC has intimate knowledge of the project site and the general vicinity in which the project is located and that a substantial duplication of cost to the Government is not expected to be recovered through a competitive process. Interested firms shall submit in writing, its name, address, point of contact, telephone number, business size and a brief statement regarding its capability to provide the required performance monitoring and engineering and design services for the project above and also any unique qualifications by January 15, 2016. In order to be considered, firms must submit pertinent and specific information in the technical area under consideration, on each of the following qualifications. Documentation is limited to 10 pages: 1) Interested firms must provide proof of a license (in the state of Mississippi) engineering, design, and science firm and must be experienced in the field of performance monitoring and coastal engineering; 2) A list of licensed disciplines within the firm qualified in performance monitoring and coastal engineering; 3) Information must be furnished which would demonstrate in-depth experience including previous performance monitoring (e.g. shoreline position monitoring, breakwater structural stability and footprint surveys, benthic invertebrate sampling, beneficial use site sampling including elevation and flora, and subtidal reef structural surveys and biological sampling) and designed, coastal restoration projects, project size, and point of contact/phone number within the Government for verification purposes and 4) Demonstrate coastal engineering experience in coastal wetland, living shorelines, and sub-tidal reef restoration in the State of Mississippi. The period of performance is anticipated from the date of award of the contract through approximately eighty-four (84) months. The intended procurement will be awarded through FAR Part 36 Construction and Architect-Engineering Contracts. Although the Government intends to solicit and negotiate with the only known source, Anchor QEA, LLC, all responses received prior to the close of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right either to solicit offers based on the receipt of affirmative responses to this notice or to issue a contract to Anchor QEA, LLC, whichever is determined to be more advantageous to the Government, without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
