Description

THIS IS A PRE-SOLICITATION NOTICE: The Rocky Mountain Acquisition Center, Network Contracting Office (NCO) 19 hereby issues Request for Proposal (RFP) VA259-16-R-0023, using full and open competition and commercial item procurement practices, to acquire Homeless Shelters (transitional housing) providers to provide transitional housing services to eligible beneficiaries of the VA. The VA anticipates multiple awards of Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to fulfill this requirement. Services are sought for all counties within the jurisdiction of the Rocky Mountain Network to include all counties within the jurisdiction of the following Medical Centers: VA Eastern Colorado Health Care System, Denver, CO; VA Medical, Grand Junction, CO; Salt Lake City Health Care System, Salt Lake City, UT; VA Montana Health Care System, Fort Harrison, MT; VA Medical Center, Sheridan, WY; and VA Medical Center, Cheyenne, WY. Offerors may provide care to patients in all or a specified geographical portion of the following states: Colorado, Montana, Utah and Wyoming. Offerors shall be in accordance with all VA Policies, procedures and the regulations of the Medical Staff bylaws of the VA facility for which services are provided. The initial performance period shall be a base period of one year, with options for 4 one-year periods, in accordance with clauses in the solicitation and awarded contracts, to extend the term of the contract, at the discretion of the Government, The resultant contract is designed to serve homeless Veterans in need of immediate placement in a safe environment with onsite treatment services through the Health Care for Homeless Veterans (HCHV) Program. The goal of the HCHV Contract Residential Care Program is to rapidly stabilize Veterans' medical, mental Illnesses, substance abuse disorders and other psychosocial problems in order to place Veterans in other appropriate transitional or permanent housing within 60 - 90 days, but no more than 180 days. VA intends to engage a provider to provide rapid placement of VA-referred Veterans in a safe, residential treatment setting while addressing Veterans' complex needs through on-site clinical treatment and case management services. Services shall consist of room and board, including at least three (3) nutritionally adequate meals a day, seven (7) days a week; laundry facilities for residents to do their own laundry or to have laundry done; therapeutic and rehabilitative services determined to be needed by the individual patient in a plan, developed by the offeror with input from the patient and the VA Health Care for Homeless Veterans (HCHV) Case Manager. The Offeror shall be required to address the following evaluation criteria, and must be submitted as part of their proposal: 1) Mission Capability; 2) Past Performance; 3) Cost/Price. Multiple contracts may be awarded with or without discussions, to the responsible offeror(s) whose proposal conforms to the evaluation factors listed in FAR 52.212-2, "Evaluation - Commercial Items", taking price and non-price factors, into consideration. Interested Offerors will be responsible for downloading copies of the solicitation (and any ensuing amendments) from the website without further notification from the Contracting Officer. No hard copies will be made available. The solicitation will provide all necessary information relating to the proposal submission process. Offerors are encouraged to register their interest in the solicitation on the FBO website, thereby ensuring notification of the issuance of the solicitation and subsequent amendments. The North American Industry Classification System (NAICS) code is 624221, Temporary Shelters, with a Small Business size standard of $11.0 million. All other terms, conditions and other requirements will be included in Solicitation VA259-16-R-0023, which shall be posted on or about December 30, 2015, on the Federal Business Opportunities website, https://www.fbo.gov. Offers shall be due on or about January 19, 2016. This number must be referenced on all correspondence regarding this Pre-solicitation Announcement and Solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective Offerors are required to have an active registration in the System for Award Management (SAM) (formerly CCR Registration and ORCA Certification) Database and FAR Part 4.12, the submission and maintenance of Representations and Certifications also in the SAM database.
