- Draft Performance Specifications Draft Statement of Objectives SYNOPSIS / PRESOLICITATION NOTICE M67854-16-R-7802 Synopsis of Requirement: The Program Manager, Training Systems (PM TRASYS) has a requirement to procure and intends to issue a solicitation for Atmosphe rics Set Enhancements/Upgrades. Currently, the existing and planned Military Operations in Urbanized Terrain (MOUT), Home Station Training (HST), Infantry Immersion Trainer (IIT), and surrounding Range areas are in two states of condition. These areas are either void of cultural realism or have existing atmospherics which have been delivered and are in need of replacement/upgrade. Generally, MOUT, IIT, HST, and Range area buildings and walls have similar facades and lack the realistic real world exteriors, interiors, and surrounding areas representative of foreign areas of operation (AOR) necessary for vital and realistic mission rehearsals. This effort is designed to simulate a current or potential future deployable environment, which supports the war fighting skills and training opportunities for Marines, tenants, and joint service units aboard USMC ranges. PM TRASYS intends to seek potential Offerors with the capability to provide the services described in the Atmospherics Set Enhancements/Upgrades Statement of Objectives (SOO) and Product Specification. With this approach, the Government identifies the solicitation and program objectives and any minimal Product specifications, offering industry flexibility to develop cost-effective solutions and the opportunity to propose innovative alternatives that meet the objectives. Set-Aside: The Government anticipates that the solicitation will be set-aside 100% small businesses. NAICS Code/Size Standard: The Government anticipates the applicable NAICS Code to be 541410 and the size standard is $7.5 million. Contract Type/Vehicle: The anticipated contract vehicle will be single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm-fixed unit prices and cost CLINs; individual task orders will be issued pursuant to the IDIQ contract when/if services are required. Period of Performance: The period of performance of the IDIQ contract is anticipated to be a five (5) year ordering period. SAM Registration: Interested parties must register in the System for Award Management (SAM). Information on SAM registration can be obtained at https://www.sam.gov/portal/public/SAM/. Important: Solicitation Number M67854-16-R-7802 is anticipated to be issued within the next 90 days and will be posted on the internet at the Federal Business Opportunities website located at https://www.fbo.gov. Presolicitation Site Visit: Any interested Offeror is also hereby notified that MARCORSYSCOM intends to conduct a pre-solicitation site visit which will be held on 20 January 2016, commencing at 0900 hours at Bldg. 904 Sneads Ferry Road, MCB Camp Lejeune Jacksonville, North Carolina. The purpose of the site visit is to provide potential Offerors an opportunity to view existing Atmospherics Sets at the infantry immersion trainer (IIT) to improve the understanding of the Atmospherics Set Enhancements/Upgrades requirement(s) and objectives, thereby assisting potential offerors in determining if or how they can satisfy the Government's requirements. Interested parties are limited to 5 participants per company. All participants must submit a visitor request to Jessica Baldwin at jessica.baldwin@usmc.mil no later than 1600 local time (Orlando, FL) 13 Jan 2016 in order to attend. All participants must be US Citizens; no foreign nationals will be allowed to attend. More information regarding specifics will be provided to registered attendees after the Jan 13th deadline. Questions: Questions regarding the solicitation WILL NOT be accepted at this time; no phone calls will be accepted nor will any emails be responded to. There will be a time period specified in the solicitation for receipt of questions.
