- ITC-RFQ-16-0004 Attachment 3 - Past Experience/Past Performance Reference Information Form ITC-RFQ-16-0004 Attachment 2 - Wage Determination ITC-RFQ-16-0004 Attachment 1 - Equipment List Solicitation The U.S. International Trade Commission (USITC) is an independent, quasi-judicial federal agency established by Congress with a wide range of trade-related mandates. The USITC's mission is threefold: to administer U.S. trade remedy laws in a fair and objective manner; to provide the President, the U.S. Trade Representative (USTR), and the Congress with independent, quality analysis, information, and support on matters of tariffs and international trade and competitiveness; and to maintain the Harmonized Tariff Schedule (HTS) of the United States. In doing so, the USITC serves the public by implementing U.S. law and contributing to the development and implementation of sound and informed U.S. trade policy. The USITC has a requirement for Heating Ventilation and Air Conditioning (HVAC) Preventive Maintenance and Repair Services. The successful Offeror will be selected on a best value basis. The associated North American Industrial Classification Code (NAICS) for this procurement is 238220, with the SBA's small business size standard maximum of $15 million in average annual receipts. This requirement is set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. Only quotations submitted by SDVOSB concersn will be accepted by the Government. The attached solicitation (ITC-RFQ-16-0004) is for commercial items, prepared in accordance with FAR Part 12 and FAR Part 13. It is the responsibility of the Offeror to be familiar with the incorporated provisions and clauses. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85, effective December 4, 2015. The USITC anticipates awarding a hybrid Firm Fixed Price/Time & Materials Purchase Order as a result of this RFQ. The Purchase Order's period of performance is anticipated to include a 12 month base period plus two 12-month option periods. The award will be made to the Offeror whose quotation represents the best value to the Government. It is the responsibility of the Offeror to monitor this site for any amendment(s) that may be issued to the RFQ. All responsible sources may submit a proposal as outlined in the RFQ, which will be considered by the agency. All questions must be received in by the Government, in writing via email to the Contracting Officer, on or before Monday, January 11, 2016, at 2:00 PM Eastern Time. All questions will be addressed via amendment to the solicitation.
