- Attachment III Attachment II Attachment I Sources Sought Notice SOURCES SOUGHT NOTICE The Defense Logistics Agency Energy is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for delivery of Aviation Turbine Fuel (JP8) NSN:9130-01-031-5816, gasoline NSN:9130-01-272-0983 and diesel NSN:9140-00-286-5294 to Erbil International Airport, Iraq and Al Asad Air Base, Iraq. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 324110. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to deliver JP8, gasoline, and/or diesel to the aforementioned locations, please provide the following information: 1) Organization name, address, CAGE Code, email address, telephone number. 2) Tailored statements addressing the capabilities of your organization regarding the delivery of aforementioned products and base access to Al Asad Air Base and Erbil International Airport in Iraq. 3) Appropriate documentation supporting claims of base access to each location and certificates of analysis for each fuel type to ensure capability to deliver on-specification products. Interested parties who consider themselves qualified to deliver the above-listed supplies are requested to provide certificates of analysis tested to the s pecifications included in Attachment I, II and III. The gasoline and diesel may be tested to either the ASTM or the EN standards. 4) Local specification sheet for each product. The Government will evaluate market information to ascertain potential market capacity. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE PROCURED THROUGH FULL AND OPEN COMPETITION OR THE GOVERNMENT MAY UTILIZE OTHER THAN FULL AND COMPETITION PROCEDURES. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to deliver the above-listed supplies and have appropriate documentation of access to each location are invited to submit a response to this Sources Sought Notice by 10:00a.m. local time (Ft. Belvoir, VA) on January 20, 2016. All responses under this Sources Sought Notice must be emailed to dla-energy-pca@dla.mil. Responses must not exceed 10 pages.
