Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Region 8 Law Enforcement Liaison (LEL) Support Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to establish a contract to provide a Regional Law Enforcement Liaison (LEL) to offer technical assistance and support for traffic safety law enforcement outreach through coordination and cooperation with the NHTSA Regional office, State Highway Safety Offices, and the State LELs. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency's motor vehicle and traffic safety goals. In addition to supporting internal NHTSA efforts, NHTSA-sponsored research provides high-quality publicly-accessible data that serves as the basis for countless other research endeavors. Within traffic safety the Agency prioritizes occupant protection (including child restraints), alcohol- and drug-impaired driving, speeding, motorcyclist safety, pedestrian safety, older and novice drivers, distracted driving, fatigued driving, bicyclist safety, and school bus safety. NHTSA has established national goals to increase seat belt usage to 87 percent and reduce alcohol-impaired fatalities to 36 percent by 2016. To meet these goals, NHTSA headquarters, the 10 Regional Offices, the States, and our partners must be able to coordinate their activities and work together in a consistent and predictable manner. Law enforcement agencies represent one of NHTSA's strongest and most important partners, and their participation in enforcement efforts to support the agency's goals is critical to continued success. The NHTSA Regional Offices require assistance to secure and coordinate State LEL activities and focus attention on NHTSA national priorities to secure the participation of law enforcement agencies within their States. State and local agencies are key to delivering highly visible and effective enforcement of traffic laws. To accomplish our mission, law enforcement agencies need to become familiar with NHTSA's priorities and programs and have the ability to seek out and obtain technical support. Regional Law Enforcement Liaisons (LELs) provide this type of support in concert with the National LEL Program and State efforts for the greatest consistency and continuity of effort. Objective: The objective is to to identify a vendor and establish a contract to provide a Regional Law Enforcement Liaison to offer technical assistance and support for traffic safety law enforcement outreach through coordination and cooperation with the NHTSA Regional office, State Highway Safety Offices, and the State LEL. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: Provide technical assistance to the Regional Office to focus attention on NHTSA national priorities within their States, and to increase and strengthen the States' law enforcement efforts focused on traffic safety. The contractor/LEL's efforts will provide coordination and support of NHTSA national priorities and programs with State Highway Safety Offices by: Engaging in regular contact with law enforcement agencies within their assigned Region to increase and expand traffic safety enforcement through participation in high visibility enforcement campaigns, principally the seat belt mobilizations and impaired driving crackdowns, and by means of sustained general traffic enforcement throughout the year. [1] Providing direct assistance to law enforcement agencies within their assigned Region to enhance their ability to plan and execute data-driven enforcement activities based on where and when motor vehicle crashes and fatalities occur. Providing direct assistance to State LELs and others in identifying traffic safety concerns, identifying strategies for achieving goals, and determining whether progress is being achieved. The contractor/LEL shall inform the State LELs and others about traffic safety issues, enforcement strategies, and partnering opportunities. Supporting States in organizing and conducting law enforcement-related events related to crackdowns and mobilizations at the State or local level. Regular coordination with the Regional Office staff, State Highway Safety Offices, and the State LELs to ensure continuity and consistency of operations. Making presentations within the States or at Regional meetings on traffic safety and priority program issues. Obtaining, compiling, organizing, and submitting data for use in Regional Office presentations, NHTSA presentations, and outreach. Providing regular reporting of workload indicators and established performance metrics to the Regional Office for their use. Participating in meetings with State and local organizations to promote NHTSA national priority programs in support of mobilization and crackdown efforts for seat belt and impaired driving initiatives. Traveling (as required) to meetings in their States, and producing written trip reports once travel is completed. Providing regular reports through the COR to the NHTSA Regional Administrator on LEL activities, significant activities and operations of law enforcement agencies that they directly supported, and any emerging enforcement-issues. Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 7 calendar days from the date of publication of this notice. [1] NHTSA has a national seat belt campaigned called Click It Or Ticket (CIOT). This campaign has an enforcement and media mobilization each year around the Memorial Day weekend.
