Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Training for Medical Personnel, Pharmacists and Pharmacist Technicians Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to develop and implement a new Continuing Medical Education (CME)/Continuing Education (CE) activity that serves to provide a continuing education (CE) training course for pharmacists and other medical personnel in the area of Medication-Related Impaired Driving and Drug Interactions and Driving Risks. The educational objective is to increase awareness among physicians, physician assistants, and nurses as well as pharmacists and pharmacy technicians of potential adverse medication effects that may impair driving ability and to clarify the importance of communicating such information to patients through counseling, especially in the more at-risk patient population. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA conducts extensive research, development, testing, conducting data collection, and analysis activities to provide the scientific basis needed to support the Agency's vehicle and traffic safety goals. In addition to supporting internal NHTSA efforts, NHTSA-sponsored research provides high-quality publicly-accessible data that serves as the basis for countless other research endeavors. Despite the fact that alcohol and drug impaired drivers have been and continue to be one of the most significant dangers Americans' face on the highways, the understanding of drugs and impairment is very limited. When testing for drugs in fatal crashes, there is no delineation between prescriptions drugs and illicit drugs. Testing for drugs in fatal crashes has been has also been limited, however, since 2008; there has been a steady increase in the number of deceased drivers with a drug presence. According to NHTSA research and FARS data, in 2008 41% of all drivers in fatal crashes were tested for the presence of drugs. For those tested, 26% were positive. In 2012, only 40% of all drivers in fatal crashes were tested for the presence of drugs, 32% were positive (NHTSA Berning & Smithers, 2014). Developing training for those who prescribe medications and distribute medications (including prescribed and over the counter medications (OTC)) is an essential resource in reducing and preventing drug influenced serious injury and fatal crashes. Objective: The objective of this contract is to develop educational, promotional and marketing materials that will be delivered to specific health care professionals. As part of the overall goal, it is important to develop and implement a promotion plan that targets the specific subsections of the audience. It is also critical that evaluation be designed into the initial plan, not only to determine the number of participants, but also to explore participants' reactions to the training so that future efforts may be refined and improved to better meet participants' needs. This training will help medical professionals be more aware that patients may be driving impaired unintentionally, especially those in the more at-risk patient population and those taking multiple medications. By increasing awareness and education to patients and clients, the proposed outcome will be reduced incidents of driving under the influence of prescription and OTC drugs and thereby, reducing the incidents of fatal and serious injury from impaired driving crashes. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: C.4 SPECIFIC REQUIREMENTS C.4.1 Requirement 1 - Project Meeting (Kick-Off) Within two (2) weeks of contract award, the Contractor shall conduct a kick-off meeting with the COR, Contract Specialist, and any other appropriate people within NHTSA Headquarters in Washington, DC. The purpose of this meeting is to 1) discuss the administration of the Contract, 2) to discuss the overall project objectives, and 3) to finalize the technical plan submitted in the contractor's proposal. The contractor shall send personnel that are able to discuss the technical details of the contractor's proposed technical plan. C.4.2 Requirement 2 - Work Plan Within two (2) weeks of the project kick-off meeting, the Contractor shall provide NHTSA with a revised written technical work plan that reflects the outcome of the kickoff meeting, including any proposed changes to the contract and specific dates applied to the milestone and deliverable timeline. The NHTSA COR will review the revised technical work plan and timeline within two (2) weeks of receipt. The COR approval of proposed changes and timeline by the Contractor is required and must be submitted by the COR to the Contracting Officer for a formal contract modification. The work plan shall include, but not be limited to: •· An assessment to determine the best educational tools for reaching physicians, physician assistants, nurses, pharmacists and pharmacist technicians and other medical personnel •· An assessment of potential barriers •· Preparation of assessment report for NHTSA (COR) •· A draft plan for the training course presentation and direct outreach materials, including web-based •· How necessary documentation for CME/CE credits will be collected and approved •· Finalized communication materials for outreach to partners (provided to NHTSA for review and approval) •· The work plan will be submitted in written/electronic format (minimum MS office 2010) and provided to the COR six (6) weeks after the award. C.4.3 Requirement 3 - Research and Assessment of Participant Feasibility The contractor shall conduct an assessment to determine the best educational tool for reaching, pharmacists, pharmacist technicians, physicians, physician assistants, nurses and other medical personnel and encouraging them to take the CME/ CE program about their role in increasing awareness of OTC drugs and prescribed medications and their ability to impair a patient's/client/person's ability to operate a motor vehicle safely. The program will have two different tracks of training, one track for pharmacist and pharmacist techs. The second track will be for doctors and medical personnel. The contractor shall provide a formative assessment of participants' barriers to and likelihood of changing current practices regarding the counseling and discussion of impairing qualities of medications as well as the interactions of multiple prescribed medications and OTC drugs which increases the likely hood of impaired driving events (i.e. crashes, arrests, etc.). The Assessments shall be completed and results reported within 3 months of the effective date of the contract. C.4.4 Requirement 4 - Plan for Education and Outreach Based on the feasibility study, the Contractor shall provide a plan for a web-enabled training course which includes the critical path, decision points and dependencies, and risk identification/mitigation plans for the implementation of a CME/CE effort about the importance of educating patients and clients on the impairing effects of prescription medications, OTC medications and the interaction of prescribed medications and illicit drugs, leading to impairment and the inability to operate a motor vehicle safely. Additionally, this plan shall include steps for augmenting participation with direct outreach materials, and coordination with non-profits to ensure minimum cost and labor efficiency in coordinating activities relating to the design and implementation of this project. Lastly, the plan shall include a timeline for contract activities and required reports that articulate the various stages and actions that will be taken to ensure that NHTSA is fully engaged in the planning, development, clearance and oversight. Within the document, the Contractor shall describe a plan to widely distribute materials and attract pharmacists and pharmacy technicians as well as physicians, physician assistants, and nurses to participate in the training course. The Contractor should consider participant tools such as a resource center, expert column, a CME clinical Update, or a spotlight on CME/CE and other tools. The Contractor must provide a mechanism for providing the course content to the public free of charge; (the contractor may charge for administration of CME/CE credits.) The CME activities shall be posted and distributed via an educational platform to achieve optimal, strategically focused traffic and participation. The contractor will use the approach that allows for the greatest flexibility to properly place and direct physicians, physician assistants, and nurses as well as pharmacists and pharmacy technicians to the most relevant activities that pertain to their specialty. This will be due within 4 months of the award. C.4.5 Requirement 5 - Creative Development/Production of marketing materials, web-enabled training course and presentations and training materials The Contractor shall provide materials for the pharmacists, pharmacist technicians, physicians, physician assistants, nurses, and other medical personnel that NHTSA can use to communicate with all appropriate parties. The Contractor is responsible for design, implementation and development of all products necessary to deliver these materials, including web-based education to include CME/CE tools. All educational materials must be 508 compliant. The draft materials shall be submitted to the COR within 3 months of the acceptance of the Education and Outreach Plan. The COR will coordinate NHTSA agency review and return comments and/or approval within 2 months of receipt. The contractor shall develop materials to support this educational effort. •· All materials shall be culturally competent and have universal appeal to all audiences including methods of engagement with non-traditional partner organizations. •· Materials shall have a theme that continues to build on a unified "look and feel" of materials to provide consistency and build and sustain partnerships. •· Materials shall include the NHTSA logo and the DOT logo, where determined appropriate by NHTSA. •· Assure that all materials - promotional and continuing education products - are 508 compliant and accessible for disabled populations. •· All items must be approved by NHTSA internal review and approval process, prior to proceeding to web posting. C.4.6 Requirement 6 - Accreditation of the Program for CME/CEs The Contractor shall provide the necessary documentation, applications and products to accredit the web-enabled training course and/or presentations for both CME and CE credits. The Contractor shall also provide required test questions and answers to assure participants get the most up-to-date information about the impairing effects of prescribed and over-the-counter drugs and their possible effects on safe operation of a motor vehicle. A letter report describing the certification to the COR shall be provided no fewer than 10 days prior to the launch of the first CME/CE activity. C.4.7 Requirement 7 - Final Promotional and Communications Materials The Contractor shall provide finalized communications materials for outreach to partners for NHTSA review and approval 1 month after draft materials are returned to contractor. Usage rights for each creative piece shall also be included for current and future use by NHTSA. All creative material shall be 508 compliant. Each item must go through agency review. The draft materials shall be submitted to the COR within 3 months of the acceptance of the Education and Outreach Plan. The COR will coordinate NHTSA agency review and return comments and/or approval within 2 months of receipt. C.4. 8 Requirement 8 - Distribution and Implementation Based on the materials developed and approved in Task C.4.6, the Contractor shall distribute and deploy the web-enabled training course and presentations and other educational and promotional activities that are cost efficient and time-sensitive. C.4.9 Requirement 9 - Comprehensive Project Completion Report The focus of this requirement is to accurately show the potential impact of this type of training to prevent the incidents of drug impaired driving for those who take prescription and OTC medications. The final project report shall report how many people were trained across the targeted medical community audience. The number of CME and CE's earned and how many participated across the targeted learning audience. A draft report shall be submitted for NHTSA review 60 days prior to the contract ending. The COR will provide comments on the report to the contractor within 40 days and the contractor will incorporate those comments and return the final report within 20 days after it is received back from NHTSA. C.4.10 Requirement 10 - Interim Report The Contractor shall develop an interim report that includes descriptive statistics on the baseline-assessment and the post-assessment from the web-enabled training presentations. The Contractor shall also perform statistical analysis examining any differences or changes between responses from the baseline-assessment and the post-assessment responses. The interim project report should show how many people were trained across the targeted learning audience and the number of CME/CEs earned. This interim report shall be submitted to the COR no later than 15 months after the effective date of the contract. C.4.11 Requirement 11 - Monthly Status, Expenditure and Progress Reports The Contractor shall provide to the COR, on a monthly basis, a written status report detailing money spent or obligated to date; correlate money spent/obligated to work completed; expected expenditures over the 30 days following each monthly report to match activities s. The expenditure report shall include estimates for all costs associated with the campaign including labor, creative, development, research, etc. The Contractor shall provide to the COR and the Contracting Specialist an updated monthly report for each project conducted under the contract. Information shall include, but not be limited to: · Project milestones · Problems encountered and anticipated, recommended solutions · Deliverables due · Deliverables submitted and dates completed · Key staff responsible The Contractor shall establish a monthly conference call with the COR to discuss the written status report contents and the next steps expected for the conduct of the contract over the next month. C.4. 12 Requirement 12 - Final Materials to be supplied to NHTSA The Contractor shall provide to the COR all finalized creative materials, including supporting paperwork regarding usage rights, contacts for renewing usage rights, and signed forms. Creative materials files shall include, but are not limited to: •· Print and collateral materials: graphic files and all supporting artwork and fonts. •· Finalized files for posting on the web in format acceptable for future placement and sharing with partner organizations. Final creative materials that will be posted on a web site shall be created with 508 compliance guidelines. These shall be delivered no later than the end date of the initial contract. NHTSA plans to have 1 optional year that will repeat tasks C.4.6 through C.4.12. The milestones and deliverables will be adjusted to reflect the additional year timeframe. Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 7 calendar days from the date of publication of this notice.
