Description
REQUEST FOR INFORMATION - SOURCES SOUGHT FOR CASS/RTCASS/eCASS OTPS SUSTAINMENT FOR LOT I, II, III, IV, MCOI, and MAO OTPSs, the VHATS and HTPSs FOR THE V-22 OSPREY NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION (NAWCAD) JOINT BASE MDL, NJ: Joint Base MDL, NJ 08733-5052 Description: This is a Request for Information (RFI) only. This is not a Request for Proposal (RFP), a Request for Quotation (RFQ), or an Invitation for Bids. There is currently no solicitation package available. The Naval Air Warfare Center Aircraft Division (NAWCAD) Joint Base MDL, New Jersey is seeking sources to fulfill a proposed acquisition requirement for sustaining the V-22 platform, to include support for: •a) The existing Operational Test Program Sets (OTPSs) Lots I, II, III, and IV, the new Mission Computer Obsolescence Initiative (MCOI) and the new Mid-wing Avionics Obsolescence (MAO) Vibration, Structural Life and Engine Diagnostics (VSLED) OTPSs for the Intermediate Level (I-Level) and Depot Level Maintenance which interface with the CASS Family of Testers (CASS FoT), and •b) The V-22 Hydraulic Automated Test System (VHATS), and its associated Hydraulic Test Program Sets (HTPSs) for Depot Level (D-Level) Maintenance. The requirement also includes support of the Logistics Data to include, if required, updates to Level III Technical Data Packages (TDPs) and Interactive Electronic Technical Manuals (IETMs), already developed, in support of the V-22 Osprey Aircraft. This Sustainment effort covers the automated testing of the V-22 Lots I, II, III, IV, MCOI and MAO VSLED OTPSs, the VHATS and its associated HTPSs, and the supported Units Under Test (UUTs), which are specifically configured for the V-22 aircraft. The government does not own the technical data rights for these UUTs, therefore, the data will not be available as part of this Request For Information (RFI). The sustainment tasks include: •1. Review the UUT data and drawings to investigate symptoms of V-22 OTPS/VHATS/HTPS problems that surface during OTPS/HTPS testing, but have their root causes in the UUT's design. •2. Review of the UUT ECPs, that drive V-22 OTPS/VHATS/HTPS design changes, prompted by obsolescence and/or performance enhancement capability requirements. •3. Support Engineering Investigations (EIs) of V-22 OTPS/VHATS/HTPS hardware and software fleet issues. The responses will be required within a specific timeframe. These investigations may require the failed UUT/OTPS/VHATS/HTPS hardware and the latest released software to duplicate the discrepancy originating in the fleet. Recommended solutions will be provided in a written report. •4. Investigate the continuous modifications and updates of the V-22 (WRAs/SRAs) UUTs that impact the associated V-22 OTPS/VHATS/HTPS. •5. Investigate Technical Publication Deficiency Reports (TPDRs) to Technical Manuals and update as required. •6. Per government direction/request, recommend upgrades/ modifications to the V-22 OTPS/VHATS/HTPS hardware and software to improve the performance and/or functionality of the subject support equipment. Each responder is requested to provide the following information: Noting that the Lots I, II, III, and IV OTPSs, VHATS, HTPS, MCOI and MAO VSLED UUT TDPs are not available, nor is there a contract to obtain information from the V-22 Osprey Aircraft Prime Platform Integrator, does your company have an existing V-22 Osprey Aircraft Sustainment support capability, which is currently available to the marketplace, for the listed Automated Test Equipment? If the answer is YES, then provide narrative information, photos, drawings, illustrations, brochures, user/product manuals, videos, websites or other references that describe the product and the enabling technologies utilized in the product design. Also provide a detailed description on how you will overcome the obstacle of not having the UUT TDP information, the V-22 Platform Integration Information, as well as the costs associated in becoming familiar with the OTPS hardware, software and Applicable Technical Manuals for the Lots I, II, III, IV, MCOI and MAO VSLED OTPSs, the VHATS, the HTPS, and all supported UUT TDP information. Send your responses to the Point of Contact (POC) no later than 15 days after the release date of this RFI-Sources Sought. This RFI-Sources Sought does not constitute a commitment by the government to actually procure the V-22 Osprey Aircraft Sustainment support capability for Lots I, II, III, IV, MCOI and MAO VSLED OTPSs and IETMs, as well as the VHATS, and HTPS Automated Test Equipment. Note also that the responses to this RFI-Sources Sought may be taken into consideration by the government if/when an acquisition strategy is developed for these Units.
