Description
This is a pre-solicitation announcement for the, VA Illiana Health Care System, Danville, IL 61832. An Invitation for Bid will be issued on this Federal Business Opportunities website on or about January 21, 2016 for construction project 550-16-101 Re-Roof Building 58 and 19 at VA Illiana Health Care System 1900 East Main St., Danville, IL 61832. This announcement is a total set-aside for Service Disabled Veteran Owned Small Businesses. The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the Contract documents, Plans, and Specifications, summary of which is provided below: Seeking contractor to re-roof Buildings 58 and 19 and perform associated work: -Tear off and remove from site all existing roofing material -Repair any damaged sheathing, trim, fascia, dormer framing, gutter, vents, and soffit -Paint any newly installed exposed wood to match existing -Construct roof hatch to match existing roof hatch on opposite end of building, use same dimensions and construction methods. -Match existing on any newly installed metal work -Install new felt roofing underlayment -Install new 50 year rated shingles of the same style currently in place -Caulk and seal as needed -Contractor to provide temporary metal fencing around work area to protect pedestrians/vehicles from falling debris -Contractor to be solely responsible for adherence to OSHA requirements for fall protection, no assumption of approved anchor points should be made. Contractor to verify -Post-completion, sweep all surrounding areas with magnetic sweep to collect any loose nails. Completion time is 60 calendar days after receipt of the Notice to Proceed. Normal working hours are Monday through Friday, 0700-1630, excluding Federal Holidays. Contractor shall provide a schedule to the Contracting Officer's Representative, through the Contracting Officer, prior to any onsite work taking place. If for any reason the contractor can't meet the required period of performance for this project he/she must submit, in writing, to the Contracting Officer, a revised schedule, justification, and request for additional time. Contractor shall make all concerted efforts to minimize the duration of downtime to each building. The C&A requirements do not apply and a Security Accreditation Package is not required. Prior to commencing work, the contractor receiving award shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20 (b)(2) with 30 hour OSHA certification will maintain a presence at the work site whenever the general or subcontractors are present. All employees of general contractor or subcontractors on site shall have the 10 hour OSHA certified Construction Safety course. This construction project is set-aside for Service Disabled Veteran Owned Small Business firms (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 238160, Roofing Contractors $15 million applies. In accordance with VAAR 836.204, disclosure of the magnitude of this construction project is between $250,000 and $500,000. The government intends to award a Firm Fixed Price Contract in March 2016. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation on http://www.fbo.gov. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov ) on or about January 21, 2016, with a due date to be specified in the Solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. No other site shall be used to obtain these documents. All interested bidders (prime contractors & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement. A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidder's responsibility to register at the FedBizOpps website. Bidders are advised that they are responsible for obtaining ALL bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA. Prospective contractors shall complete electronic annual representations and certifications and shall be registered in the System for Award Management database at http://www.sam.gov shall be verified in the Vetbiz Registry Information Pages at http://www.vetbiz.gov/ prior to submitting an offer, and shall have completed the VETS-4212 report at http://www.dol.gov/vets/vets4212.html (if applicable). No other information regarding scope, dates, etc. is available until issuance of the solicitation.
