Description
DE-DT0010653 The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a sole source synopsis published for informational purposes only. This proposed action is to award a sole source task order DE-DT0010653 for one additional year of performance. The task provides Energy Analysis and Editing support services for the U.S. Energy Information Administration (EIA), Office of Energy Analysis (OEA) Nuclear Waste Fees and Nuclear Fuel Data Task as defined in this Performance Work Statement except for those items specified as government furnished property and services. These services are non-severable in nature due to the ongoing need for these services. It would be impractical to transfer this work to another vendor because transfer would result in significant delays in task completion, and a disruption in highly critical services that provide key data to various stakeholders, including industry, Congress, and the American people. It is critical that the resulting efforts provide uninterrupted service in fiscal year 2015. This task order is being aw arded via the Enterprise Omnipus Procurement III Multiple Award IDIQ. Only EOP III awardees are eligible for EOP III task orders. DE-DT0010611 is a task that supports EIA?s Office of Standards Contract Management, the Office of the General Council (GC) at the U.S. Department of Energy (DOE). EIA supports the Office of Standard Contract Management in the areas of estimation and verification of the Form NWPA-830G (Remittance Advice) submissions that include Net Electricity Generated and Sold along with any accompanying fees paid into the Nuclear Waste Fund, projection of Net Electricity Generated and Sold along with any projected future fees, and processing and validation of data collected on the Nuclear Fuel Data Form (GC-859) The corporate knowledge that has developed over the past five years of this contract in performing these activities would be lost. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible s ource and no other supplies or services will satisfy agency requirements; 41 U.S.C. 3304(a)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 518210 - All Other Professional, Scientific, and Technical Services. The business size standard for NAICS 518210 is $32.5M. The proposed source is Z, Inc., of 8630 Fenton Street, Silver Spring, MD 20901. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Local (Washington D.C.) Time, Saturday, January 2, 2015. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
