- Draft PWS Request for Information The Marine Corps Systems Command (MCSC), Amphibious Vehicle Test Branch (AVTB) is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having interest in and resources to support this requirement. Industry responses to this notice may determine the Government's acquisition strategy. The Government is seeking qualified sources with specific, recent experience with Amphibious Assault Vehicle (AAV) - Reliability, Availability, and Maintainability / Rebuild to Standard (RAM/RS) Operations and Maintenance Support Services or similar project experience. AVTB provides test and evaluation of amphibious and ground combat vehicles to Marine Corps Systems Command (MCSC) and Program Executive Officer, Land Systems (PEO, LS). AVTB is responsible for testing and evaluation of combat vehicles throughout their lifecycle. Upcoming events include Assault Amphibious Vehicle Survivability Upgrade (AAV SU), Amphibious Combat Vehicle (ACV) 1.1 Developmental Testing and Operational Test Support. The contractor shall supply qualified AAV operators capable of manning two AAV-RAM/RS vehicles for a period of 12 months, with the ability to surge support for up to an additional two AAV- RAM/RS vehicles for a period not to exceed six months in one calendar year. Additionally, they will be required to drive four-wheel drive trucks as a support or safety vehicles, operate radios, and maintain position information of testing units throughout multiple test sites. They will be required to lift heavy items while performing various duties, such as ballasting vehicles to the appropriate weights, loading vehicles with test equipment, and refueling vehicles. Finally, a separate senior AAV Operator will be required to facilitate coordination, planning, and administrative duties. The attached PWS provides a thorough explanation of the scope of the work under consideration. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary and the Government assumes no responsibility for any costs incurred and will not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Telephone inquiries will not be entertained, accepted, or acknowledged and no feedback or evaluation will be provided to companies regarding their capability submissions. If your organization has the potential capability to perform these contract services, please provide responses to the following: (1) the contractor's specific and unique experience with AAV Operations Test & Evaluation and Maintenance Support Services; (2) a reference list of related DoD AAV Operations Test & Evaluation and Maintenance Support Services contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; (3) information related to the contractor's business size and socioeconomic status; and (4) the GSA Federal Supply Schedule contract number or other Government contract citing the applicable labor mixes that are authorized under the referenced contract.
