- 16RJT08_syn N00164-16-R-JT08 - SOLE SOURCE - BAE MISSION CREW WORKSTATION (SPARES, REPAIRS, & ENGINEERING SERVICES) - FSC: 1680 - NAICS: 334511 - Anticipated Issue Date: 15 JAN 2016 - Anticipated Closing Date: 15 FEB 2016 - Time 2:00 PM Eastern The Naval Surface Warfare Center, Crane Division intends to enter into a Basic Ordering Agreement (BOA) contract with BAE Systems 450 Pulaski Road Greenlawn, NY 11740 for the procurement of Mission Crew Workstation (MCW), spares, repairs and engineering services in support of PMA-290 Maritime Patrol and Reconnaissance Aircraft (MPRA). The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The resultant BOA will be for the procurement of MCW's, as well as support tasks. Support tasks will include engineering tasks to overcome obsolescence issues, incorporation of developmental upgrades and software patches, procurement integration, installation, testing, training, Re-Certification & Accreditation (C&A) as required, Quick Reaction Capability (QRC), fielded-systems engineering support services, repairs, spares and sustainment of MPRA MCW. Delivery terms will be address per job order; inspection and acceptance spares and repairs will be performed at source, while engineering services will be performed at destination. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423's. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. Request for proposals are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free of charge at http://www.adobe.com. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps.
