REQUEST FOR INFORMATION (Revised) Office of the Air Surgeon Air National Guard National Guard Bureau January 2016 Ref: RFI (sources sought) 16RXXX2MEDICALCASEMGT, Posted October 23, 2015 1.0 Description 1.1 Office of the Air Surgeon (SG), National Guard Bureau (NGB), Joint Base Andrews, MD, in support of the Clinical and Operational Medicine Division is seeking information for its comprehensive medical case management program for the Clinical and Operational Medicine Division (NGB/SGP). This requirement must comply with the numerous instructions listed in this request. The title of the potential contract may be The ANG NGB/SGP Medical Case Management Program. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is a revised version issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air National Guard is not at this time seeking proposals and will not accept unsolicited proposals. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website. Potential responders are responsible for monitoring this site for additional information pertaining to this requirement. 2.0 Background 2.1. The Air National Guard Medical Services (ANGMS) and National Guard Bureau (NGB) provides Major Command (MAJCOM) level signature authority and/or coordination for evaluation and adjudication of medical evaluations and waivers specifically related to fitness for duty and disability determinations. The types of cases include, but are not limited to: Line of Duty (LOD) determinations, Incapacitation pay (INCAP), and Fitness for Duty determinations. In addition, ANG reviews and dispositions medical examinations on new accessions requiring waivers to assure medical qualification for entry into the ANG. Specialty cases include aeromedical and operational exam certifications and waivers. Contractors will work on site with NGB/SGP staff at Joint Base Andrews, MD. The primary scope of this contract is to provide comprehensive medical case management for internally processing approximately 10,000 cases per year from 89 ANG medical groups assuring decisions made at the NGB/SG level are reliable, reproducible, defendable, and timely. Medical cases are reviewed with the purpose of determining entrance into the ANG, fitness for duty to remain in the ANG, and eligibility to receive medical benefits and entitlements. Other responsibilities include making recommendations for development and improvement of policies and procedures that guide the decisions ultimately made by the SG director. The program interacts with providers, Guard medical units, military treatment facilities, recruiters, other Air Force signature authorities, and directorates within NGB. The contractor will use software and databases already in use by the ANG. These include, but are not limited to AFRISS, CIB, and AIMWTS. NGB/SG envisions a team dominated by medical professionals (doctors, nurse practitioners, physician assistants, and nurses) to review and make determinations on cases in accordance with the numerous DoD and AF instructions governing the program. The Contractor will also provide staffing for program management, case analysis/metrics, and quality measures assuring the determinations made by the team are reliable, reproducible, defendable, and timely in accordance with NGB/SG guidance. This request for information is not focused on Individual Medical Requirements (IMR). This request for information is not a request for an IT solution. This request for information is not removing any processes currently completed at the medical group level. 2.2 Delivery Period: The Period of Performance (PoP) is one year with potential option years thereafter as funding is available. 2.3 Limitations: Unknown at this time 2.4 Security Requirements: The information will contain Personally Identifiable Information (PII) and The Health Insurance Portability and Accountability Act of 1996 (HIPAA) must be safeguarded to the highest standard. 2.5. The contractor shall develop solution(s) and/or recommendation(s) for this program to include conceptual plan for managing high volume of cases from 89 medical groups and quality control measures and metrics to assure delivery of consistently high quality, comprehensive program. 4.0 Responses: 4.1 Interested parties are requested to respond to this RFI with a white paper consisting of two sections. 4.2 White paper in Microsoft Word for Office 2000 compatible format are due no later than 22 Jan 2016, 1700hrs EST. Responses shall be submitted via e-mail to the Contract Specialist at willie.m.jefferson.civ@mail.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3. Section 1 of the white paper pages shall be limited to the number necessary to provide administrative information, and shall include the following as a minimum: 4.3.1. Name, mailing address, phone number, fax number, e-mail of designated point of contact, cage code and DUNS. 4.3.2. Recommended contracting strategy. 4.3.3. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541990, All Other Professional, Scientific, and Technical Services. "Small business concern" means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than ____[fill-in]____ million dollars in annual receipts. Annual receipts of a concern that has been in business for 3 or more complete fiscal years means the annual average gross revenue of the concern taken for the last 3 fiscal years. Annual receipts of a concern that has been in business for less than 3 complete fiscal years means its total receipts for the period it has been in business, divided by the number of weeks including fractions of a week that it has been in business, and multiplied by 52. Responders are cautioned, however, that this is a general description only. Additional standards and conditions apply. Section 2 of the White Paper shall be limited to 10 pages. The number of pages in Section 1 of the white paper shall not be included in the 10-page limitation. 4.4.1. Discuss solution(s) and/or recommendation(s) for a conceptual plan for managing high volume of cases from 89 medical groups in an efficient, timely manner. 4.4.2. Discuss quality control measures and metrics to assure delivery of consistently high quality product. 4.4.3. Discuss manpower needed to establish/maintain this program. Include clinical and administrative support staff requirements. 5.0 Industry Discussions: 5.1. ANG representatives may or may not choose to meet with potential responders. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Questions: 6.1. Questions regarding this announcement shall be submitted in writing as a separate Microsoft Word document, via e-mail to the Contracting Specialist, at willie.m.jefferson.civ@mail.mil, no later than 12 January 2016, 1400hrs EST. Verbal questions will NOT be accepted. All questions will be consolidated and answers will be posted to FBO referencing this RFI number no later than 15 January 2016 close of business. Questions shall NOT contain proprietary or classified information. 7.0 Summary 7.1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify potential sources that may be capable of providing a solution to the ANG Medical Case Management Program. The information provided in the RFI is subject to change and is not binding on the Government. The Air National Guard has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
