- DRAFT PWS UNITED STATES COAST GUARD H-65 DOLPHIN MAINTENANCE SERVICES SOURCES SOUGHT The U.S. Coast Guard (USCG) is performing market research for aircraft maintenance services for the MH-65 Short Range Recovery Helicopter. The Government is releasing this Sources Sought pursuant to Federal Acquisition Regulations (FAR) Part 10, Market Research. The purpose of this notice is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large businesses) related to NAICS 488190, Size Standard $32.5M. Responses to this Sources Sought will assist USCG decisions regarding H-65 aircraft maintenance services. This document solicits and encourages potential responders to submit information (market research) regarding their corporate experience and capabilities relating to aircraft maintenance services. This Sources Sought is solely for informational, market research, and planning purposes. This does not constitute a Request for Proposal (RFP) or a promise to issue a future RFP. This does not commit the USCG to contract for any supply or service whatsoever. At this time, USCG does not seek proposals, and will not accept unsolicited proposals. Response submissions are voluntary. The USCG advises all respondents that it will not pay for any information or administrative costs incurred in submitting responses. The USCG considers pricing information submitted under this Sources Sought as an estimate only which is not binding and does not constitute a proposal. Not responding to this notice does not preclude participation in any future RFP, if released. CONFIDENTIALITY The USCG intends to share submitted information with its support contractors. The USCG does not presently require or request proprietary business or financial information. Markings or statements that limit the USCG's ability to share information with support contractors should be avoided. USCG will not return Sources Sought responses; all responses shall become USCG property. REQUIREMENT *Reference attached draft Performance Work Statement USCG Aviation Training Center (ATC) Mobile, Alabama has a requirement for MH-65 Aircraft Maintenance Services to be performed at Mobile, Alabama. USCG requires personnel with the following minimum capabilities: - Ability to read, write, speak and understand English fluently - Shall be citizens of the United States - Ability to obtain and maintain a Secret clearance - Hold a current Airframe and Power Plant (A&P) license and proof of recent aircraft mechanic experience within the last twelve (12) months USCG requires the following labor categories: - Aircraft Mechanic I o Sample qualifications: five (5) years experience as a licensed A&P mechanic with at least three (3) years experience working on rotocraft similar to the H-65 - Aviation Life Support Equipment (ALSE) Inspector/Maintainer Position o Sample qualifications: three (3) years experience in inspecting, maintaining and modifying aviation rescue and survival equipment similar to that being supported. In accordance with COMDTINST M13520.1C, only graduates of USCG Aviation Survival Technician School are authorized to inspect, maintain, and modify Coast Guard Aviation rescue and survival equipment. - Aircraft Mechanic II o Sample qualifications: five (5) years experience as a licensed A&P mechanic with at least three (3) years experience working on rotocraft similar to the H-65 USCG requires support for an estimated five years. Aviation Maintenance personnel will be phased-in based on schedule MH-65 aircraft deliveries to ATC. This surge support may be requested 30 days in advance of aircraft estimated delivery dates to ensure personnel are properly trained and familiar with aviation engineering operations, processes and procedures. USCG anticipates needing 96,000 labor hours for the life of this requirement. REQUESTED INFORMATION 1) Statement of Capability: Submit a brief description, three (3) pages or less, that demonstrates how your company has the supervision, capabilities, labor and experience to perform the services described above. Include past experience in performing these services for which agency or private vendor. If a FSS/GSA contract schedule holder, please provide contract schedule number. 2) Business Size and Socio-Economic Status: Indicate whether your business is large or small. If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business. If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8 (a) of the Small Business Act. Indicate if your firm is certified Hub-zone. Indicate if your firm is a woman-owned or operated business. Indicate if your firm is a certified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB). Include the DUNS number and CAGE code of your firm. State whether your firm is registered with the System for Award Management (SAM). 3) Point of Contacts: Include your corporate technical and contracting point of contact information. 4) Feedback on PWS (if desired).
