Description
Request for Information 1. GENERAL This announcement is a Request for Information (RFI) and is being issued by the Naval Air Systems Command (NAVAIR). This RFI is intended for information gathering purposes only, and is not a notice of solicitation issuance. The Government is contemplating an Indefinite Delivery Indefinite Quantity Multiple Award Contract (MAC) for the KC-130J Depot-Level Engine Repair effort and is seeking industry feedback to help shape the Government's contracting strategy. The Government will not reimburse interested parties for any presentations, marketing efforts, or data related to their response to this RFI. This is not a request for proposal, and no contract will be awarded as a result of responses to this RFI. 2. BACKGROUND The NAVAIR KC-130J program currently provides support for 47 USMC and 3 FMS aircraft, consisting of Lockheed Martin Quick Engine Change Kits (QECK) and Rolls-Royce AE2100D3 power sections (engines). A sources sought for this requirement was originally posted under a larger contracting effort. The effort addressed with this RFI is for the KC-130J Depot-Level Engine Repair only. All related propeller work shall be completed under a separate contracting vehicle. INFORMATION REQUESTED The Government is contemplating the use of a MAC for the KC-130J Depot-Level Engine Repair effort. Interested parties are requested to provide feedback relevant to the multiple award contract approach. Companies are requested to outline the perceived pros and cons of such an approach, as well as identify any benefits or obstacles such an approach would create with regard to schedule, cost, performance and other risk factors. The Government is seeking industry input relevant to the contracting approach only; capability statements shall not be accepted in response to this RFI. Industry submittals to this RFI shall not exceed five pages in length. If your response includes information you consider proprietary, please mark the information in accordance with regulatory guidance. Please do not include company brochures or other marketing type information. Include the following: a. Company's name and address. b. Company's point of contact including email address and phone number. c. Company's business size and list of North American Industry Classification System (NAICS) codes under which goods and services are provided. 4. RESPONSES Please submit your response/comments to this RFI to Ms. Lisa Anckarstrom-Bohm at lisa.anckarstrom@navy.mil and Ms. Kathleen Getscher at kathleen.getscher@navy.mil. All future correspondence for the KC-130J Depot-Level Engine Repair will be posted to the FedBizOpps website under solicitation number N00019-16-R-0013. Interested parties are advised to monitor the FedBizOpps website for any further announcements. Email all information in response to this RFI to Ms. Anckarstrom-Bohm and Ms. Getscher. Responses are due 5:00pm Eastern Standard Time 13 January 2016.
