Description
Statement of Work The Northern Facilities Construction CMT of the United States Post a l Service is soliciting proposals for a Roof Repl a cement project, at the United States Postal Service owned Jamaica, NY - VMF, 18066 Liberty Avenue, Jamaica, NY 11433-9701. Work includes: Removal and replacement of the entire existing roof system, and installation of a multi-layer insulation system. Fully 60-mil EPDM roof system is recommended due to its superior performance in this geographic region. The project will also include all associated architectural, structural and incidental work shown on the contract documents. Please see attached Summary of W o rk. The estimated cost of the work is b etween $3,400,000 to $4, 0 00,000 with construction completion no later than one hundred eighty (180) calendar days after receipt of the Notice to Proceed. It is anticipated that the construction will b egin in the early Spring, 2016. The solicitation will open January 5, 2016 on USPS eSourc i ng Emptoris (see How to Participate below) and close o n February 4, 2016. A pre-proposal meeting for this project will be held on January 14, 2016 at 11 a.m. EST, o n site. Attendance is not mandatory but is strongly r e commended. The Postal Service bases contract award decisions on best value. The Postal Ser v ice is more concerned with making an award at the lowest ove r all price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price in order to achieve a small p r ice savings if better value can be achieved with superior technical or management features. The benefits of a h i gher priced proposal may merit a high e r price. MINIMUM REQUIRE M ENTS: Experience: Three examples of comparable projects as defined on form under Sol i citation Attachment 22: Experience Profile. Management Plan: Include items listed under Sol i citation Attachment 12, Management Plan. Years in Business: Proof of having been in the constru c tion business for a minimum of 5 consecutive years. Bonding: Contractor must have the ability to obtain 100 percent performan c e and payment bonds f o r this project within seven (7) calendar days of recei p t of a Notice of Intent to Award. Contractor will be responsible for coo r dination of all work in a manner that will not interfere with operations and c oordinate all work related to this phased project with the Facility Manager or designee. Note: Successful offeror will be required to s u bmit a Sub-Contracting Plan and Pro j ect Specific Safety Plan a cceptable to the USPS Contr a cting Officer before a Notice to Proceed (NTP) is issued. The successful offeror will be bound by the Contractor's Screening Requir e ments. Offerors must familiarize themselves with the requirements of Clause F-102.
