COMBINED SYNOPSIS/SOLICITATION This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number VA119-15-Q-0243 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Quote (RFQ) and will be open and continuous for a period until 12:00 PM, 31 December 2016. During the open and continuous period, agreements will be established with offers found to be technically acceptable. The first response date for the acceptance of offerors is 22 January 2016 by 3:00 PM. Any Offerors received after the first response date, but during the open and continuous period, will be evaluated at a time and date deemed in the best interests of the Government. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-86 dated 31 December 2015. The associated North American Industrial Classification System (NAICS) code for this procurement is 339112. This procurement action is unrestricted. The Department of Veterans Affairs (VA) intends to award a Basic Ordering Agreement (BOA) in accordance with FAR Part 16.703 with a ten year (120 month) ordering period for the VA Office of Procurement and Logistics. The purpose of this BOA is to standardize biological implants across the VA and secure volume based pricing on the items required. Delivery is FOB destination. The delivery time offered for all calls placed against the resultant BOA shall be identified in the individual orders. Awardees shall deliver to all U.S. facilities and U.S. territories. Calls will be placed against this BOA in writing. Contract Line Item Numbers (CLINs) are provided on the Attachment 1, titled BOA Price and Cost Schedule. A detailed description of this requirement is provided in the within the Minimum Technical Requirements provided in the solicitation. The quantities provided in Attachment 1, titled BOA Price and Cost Schedule are per-year estimates for estimating purposes only and do not obligate the Government to purchase stated quantities. The Government estimates do not guarantee the volume of estimated purchases through this BOA. Provision 52.212-1, Addendum-Instructions to Offerors - Commercial Items, applies to this acquisition; Provision 52.212-2, Addendum-Evaluation - Commercial Items, applies to this acquisition. Award will be made to all offerors that are determined to be technically acceptable on the basis of meeting or exceeding the acceptability standards for non-cost factors. Quotes will be evaluated for technical acceptability and prices to be fair and reasonable. To receive consideration for award, the offer must meet all of the minimum technical requirements (MTRs). The Government intends to issue multiple BOAs. It is not necessary to quote on all products listed in Attachment 1, titled BOA Price and Cost Schedule in order to be considered for an agreement. The intention is to have multiple technically acceptable sources for as many of the different products as possible to ensure a ready access to biological implant products from technically acceptable sources, as determined by the Government.
