Description
This is a market survey to meet a follow-on requirement for Test Equipment Repair and Calibration services. This effort is currently under contract. Vendors are encouraged to review this announcement on the FAA s Contract Opportunities Website at https://faaco.faa.gov/. If you are viewing this announcement on Fed Biz Ops (www.fbo.gov) the attachments may not be available or viewable to you. The purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. Responses to this market survey will be used for informational purposes only. The Federal Aviation Administration Logistics Center (FAALC), located at the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK, has a follow on requirement to supply test equipment maintenance and calibration support for the National Airspace System (NAS), and other government agencies IAW terms outlined in interagency agreements and service orders. Electronic test equipment and other measurement systems serviced by this facility are in direct support of the NAS, Department of Defense (DOD), Customs and Border Patrol (CBP), National Weather Service (NWS), and other government agency missions, as required. The test equipment repair and calibration function operates and maintains laboratory standards. Its primary duties are calibrating, repairing, cleaning, modifying, reconditioning, and certifying test equipment and ancillary measurement systems to original manufacturer s specifications. A draft Performance Work Statement (PWS) and applicable attachments is attached to this market survey for interested vendors to gain a better understanding of the specific requirement. At this time the nature of competition and acquisition strategy has not been determined. The FAA may decide to conduct a full and open competition or set aside all or part of the procurement for small businesses; service-disabled veteran small businesses; or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the SBA s 8(a) program. The FAA will review the responses to this Market Survey and will make appropriate acquisition planning decisions that best meet the FAA s needs. The results of the market survey will assist the FAA to determine the extent of the requirement that may be set-aside for small businesses, socially and economically disadvantaged small businesses [8(a)] and Service-disabled Veteran-owned Small Businesses. The North American Industry Classification System (NAICS) code and size effort applicable to this requirement: NAICS: 811219-Other Electronic and Precision Equipment Repair and Maintenance. Size Standard: $20.5 million. Interested firms submitting a response are requested to provide the following information: 1. COMPANY INFORMATION Name and address of company Point of contact (name, title, telephone number, and email address) 2. CAPABILITY STATEMENT This document should identify the following: Type of Services provided by your firm Size and type of services provided on previous contracts Number of years in business Clearly state your capability to meet all requirements of the attached PWS and applicable attachments 3. Expected programmatic approach (in-house, teaming, sub-contracting, etc) Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses 4. BUSINESS DECLARATION Interested firms are asked to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. All responses to this market survey should be received by 4:00 p.m. Central (Oklahoma) Time, Friday, Jan 22, 2016. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services. No entitlement to payment of direct or indirect costs or charges by the FAA will arise as a result of submission of responses to this market survey and the FAA's use of such information. The FAA is not seeking or accepting unsolicited proposals. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
