Description
Justification for Other Than Full and Open Competition- RFQ-0000137 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Physio-Control, Inc., 11811 Willows Rd NE, Redmond, WA, 98052-2003 for the purpose of procuring a technical service agreement for its existing Physio Control LifePak 15's. THRU requires a service agreement for its existing Physio Control LifePak 15's based on mission requirements and unit expansion. THRU has identified that continued fully functional Physio Control LifePak 15's are a continued need. The LifePak 15 will allow THRU paramedics to perform vital signs, Electrocardiograms, Defibrillation and Cardioversion. THRU has determined that these units are needed because the combination of the ability to monitor vital signs and perform ECG, Defibrillation and Cardioversion, combined with advanced medical training, ensures mission operability and continuous personnel safety. To be able to continue to have these capabilities requires a fully functioning LifePak 15. The purchase of the Physio Control LifePak 15 service agreement is essential to THRU as this will ensure that all LifePak 15 monitors are in full operational condition. This service agreement will make certain the mission of THRU is accomplished and will guarantee the safety of FBI personnel. In addition, to purchase new machines would incur significant cost that would be far greater than the price of the service contract. The required maintenance is below. • A one year Service Agreement for routine, preventive and needed maintenance of the LifePak 15 monitors. Based on market research, and Government end-users, it has been determined that Physio-Control, Inc. is the sole manufacturer and seller of their products and is the only authorized vendor to perform maintenance/service on their products. Any other vendor performing maintenance/service on the Physio Control products would void the FBI existing warranty with Physio Control, Inc. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
