- Open Skies Management and Planning System (OSMAPS) Operations and Maintenance (O&M) Support Notice of Intent to Award a Sole-Source Contract This notice is to provide the Defense Threat Reduction Agency's (DTRA) intent to negotiate and award a sole-source contract to Northrop Grumman Systems Corporation for Open Skies Management and Planning System (OSMAPS) Operations and Maintenance (O&M) Support.The period of performance contemplated for this effort is 60 months. This requirement will result in a cost-reimbursement contract. This is a follow-on contract to HDTRA1-11-C-0030. The statutory authority for this non-competitive action is 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This determination is made on the following basis: Northrup Grumman holds the data rights to the software which is the core for both OSMAPS and IDARMS. While IDARMS is an integrated part of the OC-135B sensor systems certified in accordance with the Treaty on Open Skies, both OSMAPS and IDARMS work together and are critical systems for execution of the Open Skies mission. As the single source of integration, sustainment and repair, Northrop Grumman is currently providing these capabilities. All Open Skies mission equipment must be compliant with the Treaty on Open Skies. All of these components together are required to perform the various Open Skies missions. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package will be issued. However, interested parties have until the closing date/time of this notice to submit in writing via email, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities, which shall be considered by the agency. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the submission deadline, or without the required information, will not be considered. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source.
