- Description
- 1. Revised Evaluation Criteria: FAR 52.212-2-- Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1: Technical Acceptability The Government's technical evaluation team shall evaluate the technical offer on an acceptable or unacceptable for each subfactor. Any subfactor evaluated as "Unacceptable" will render the entire offer unacceptable and, therefore, unawardable. Only those offers determined to be technically acceptable, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion. The offer(s) shall be evaluated against the following technical subfactors: 1. Subfactor - Institution Credentials: In accordance with the attached Performance Work Statement (PWS), paragraph 1.1.1, the offeror shall be a post-secondary academic institution accredited by an appropriate regional accrediting body recognized by the U.S. Department of Education and shall be authorized under applicable law, or other acceptable authority, to confer the AAS degree with a major in Histotechnology. The offeror shall provide the name of the regional accrediting body for their specific educational institution along with their proposal. 2. Subfactor- College Course Semester Hours: In accordance with the attached PWS, paragraph 1.1.1, the offeror shall provide the AAS degree with a major in Histotechnology and all semester hours shall be based on a combination of the prerequisites that may include college work obtained through College Level Examination Program (CLEP) and/or Defense Activity for Non-Traditional Education Support (DANTES), and curriculum taught by the assigned military personnel and Defense Health Agency civilians in the named courses at the Interservice Histotechnician Program at METC, Fort Sam Houston, TX. The offeror shall provide documentation/certification that shows their educational institution's acceptance of college semester hours obtained through CLEP and DANTES. 3. Subfactor- Qualification of Faculty Personnel: In accordance with the attached PWS, paragraph 1.1.2, the offeror shall provide instructor(s) at the Government site who are appropriately credentialed (Bachelor's Degree at a minimum), to include current and updated certifications, licenses and training, to teach U.S. Army students the following classes: College Mathematics (3 credits), English Composition 2 (3 credits), and a Social Sciences (3 credits) during the first 8 weeks of the IRT Program Phase I. The offeror shall describe the process used to validate the credentials of potential professors/instructors. 4. Subfactor- Grading System: In accordance with the attached PWS, paragraph 1.1.1.6, the offeror shall accept the grading system used by METC, which is as follows: 70-79% = C, 80-89% = B, 90-100% = A. Students unable to maintain an average above 70% are removed from the course. The offeror shall provide documentation that outlines the grading system of the educational institution, and/or a document that accepts this specific grading system in the Performance Work Statement. Factor 2: Price The offeror's Quote will be evaluated for award purposes, based upon the total price proposed for the base period and all options, to include the possible extension of services under FAR 52.217-8. Evaluation of options shall not obligate the Government to exercise such options. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
