- USGS HVO DIAGNOSE AND REPAIR ROOF LEAK Construction - diagnose and repair roof leak at the U.S. Geological Survey's (USGS) Hawaiian Volcano Observatory (HVO) The roof of the viewing tower at the Hawaiian Volcano Observatory (HVO) is leaking during moderate to heavy or persistent rain. We require a licensed contractor to diagnose and repair the leak. During the solicitation phase of this project, we will invite interested prospective contractors to review the statement of objectives, relevant photographs, and drawings and conduct an on-site inspection. Contractors will then submit a proposed statement of work describing the work that they believe needs to be done and an accompanying firm-fixed price quotation, with all contingencies and/or exclusions clearly identified. We will select the best overall solution to complete the project. We expect the request for quotations (RFQ) to be available approximately the week of 02/01/16 and be open for a minimum of thirty (30) days to allow ample time for site visits. The period of performance is expected to be not longer than ninety (90) days from issuance of the notice to proceed, though prospective contractors may propose a shorter period in their proposed statements of work. The estimated magnitude of this project is between $25,000.00 and $100,000.00. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. A performance bond will not be required. Either a payment bond or an irrevocable letter of credit will be required. We intend to award a firm-fixed price contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 13 (simplified acquisition procedures) and 36 (construction and architect-engineer contracts.) The applicable product/service code is Z2AA, "repair or alteration of office buildings." The applicable NAICS code is 236220, "commercial and institutional building construction," size standard $36.5M. This acquisition is reserved exclusively for participation by small business concerns and there is no incumbent contractor. Prospective contractors must hold an appropriate contractor's license in the State of Hawaii at the time quotations are due to be considered for this project; this is a definitive responsibility criterion. Prospective contractors who are not licensed will be considered not responsible. Prospective contractors must submit evidence of current licensure with their quotations. Additionally, all subcontracted trades must be appropriately licensed; e.g. a subcontracted roofer must have a C-42 license.
