Description

The U. S. Army Contracting Command, New Jersey, Picatinny Arsenal, NJ 07806-5000 on behalf of Project Manager Towed Artillery Systems (PM TAS) intends to solicit, negotiate, and award a new sole source Firm Fixed Price (FFP) Contract for 100 each Improved Position and Azimuth Determining Systems with Global Positioning System (IPADS-G) Control and Display Unit-Replacements (CDU-R). The IPADS technology is proprietary to L-3 Communications, L-3 Space and Navigation Division, 450 Clark Drive, Budd Lake, NJ 07828-4300 and as such the technical data is not currently available. The Justification & Approval for Other than Full and Open Competition addresses duplication costs and unacceptable delays to the Government. Authority for this procurement comes under 10 U.S.C. 2304(c)(1); as implemented by FAR 6.302-1(a)(2)(iii)(A)&(B), Only one responsible source and no other supplies or services will satisfy agency requirement. This notice of intent is not a request for competitive proposals.
