- Modification to Previous Presolicitation Notice is issued to reopen solicitation SPE7M4-15-R-0013. Description: NSN 4710-01-467-1405, TUBE ASSEMBLY, METAL. Item to be procured I/A/W approved code and part number(s). GE (07482) P/N 1980M92G01, AERO TUBE TECHNOLOGIES, LLC (33830) P/N 1980M92G01, LEWIS & SAUNDERS INC (21890) P/N 1980M92G01. This solicitation is a partial small business set-aside. Only the unrestricted portions is initially competed. The quantity for this solicitation is 50 EA and includes a 100% Option Quantity. See FAR 19.502-3(c) for information regarding partial set-aside procedures. The Small Business size standard is 500 employees. The solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp on 1/12/15. Specifications, plans or drawings are not available. While price may be a significant factor in the evaluation of offers the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice. All responsible sources may submit an offer/quote which shall be considered. TUBE ASSEMBLY, METAL. ADEQUATE DATA FOR THE EVALUATION OF ALTERNATEOFFERS IS NOT AVAILABLE AT THE PROCUREMENTAGENCY.THE OFFEROR MUST PROVIDE A COMPLETEDATA PACKAGE INCLUDING DATA FOR THE APPROVED AND ALTERNATE PART FOR EVALUATION. GENERAL ELECTRIC COMPANY DBA GE 07482 P/N 1980M92G01 AERO TUBE TECHNOLOGIES, LLC DBA 33830 P/N 1980M92G01 LEWIS & SAUNDERS INC 21890 P/N 1980M92G01 Quantity: 50 Unit of Issue: EA The Solicitation will be a 50% Partial Set Aside for Small Businesses with a 100% quantity option. Destination Information: FOB Origin to Freight Forwarder for Foreign Military Sales. Delivery Schedule: 180 days after award at a reasonable capacity per month thereafter until all units are delivered. All responsible sources may submit an offer/quote which shall be considered. The subject requirement is for acquisition of 4710-01-467-1405. The requirement will result in an award of a Firm Fixed price contract. The solicitation will be available in DIBBS on or about 15 June 2015 at http://dibbs.dscc.dla.mil. The AMSC code of 1L implies that parts procured under this NSN are candidates for other than full and open competition under the sole source or limited number of sources provision. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance evaluation factors as described in the solicitation. The QCC for this NSN is DAA. This solicitation will be issued as an unrestricted acquisition due to the part being available from two large manufacturers and one small manufacturer. Offerors are required to submit proposed firm fixed prices only for the entire quantity (50 each). See Note(s): 12. One or more of the items under this acquisition may be subject to an Agreement on Government procurements approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. 23. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
