Description
Pre-Solicitation Notice Aircraft Services The 87th Contracting Squadron has a requirement for non-personal services for Aircraft Services at Joint Base McGuire-Dix-Lakehurst, NJ. The proposed contract is for a base period of 12 months with four one-year options and a six month extension of services option. The contractor shall supply qualified personnel, equipment, tools, materials, supervision, and other items necessary to provide transient alert (T/A) and deicing fluid recovery (DFR) 24 hours a day, 7 days a week, including holidays and aircraft washes as needed. T/A requirements include aircraft arrival, processing, departure and emergency services to over 1,500 aircraft per year. Offerors should expect to provide service to the following aircraft: A-10, Airbus-320, B-1, B-2, B-52, B-727, B-737, B-747, B-757, B-767, B-777, C-5, C-9, C-12, C-17, C-20, C-21, C-26, C-40, C-130, F-14, F-15, F-16, F-18, F-117, H-1, H-46, H-47, H-53, H-60, H-72, KC-10, KC-135, MD-11, T-1, T-6, T-38, and UC-35. Aircraft wash requirement includes aircraft towing, preparation, exterior washing, post-wash restoration, lubrication and interior cleaning to the KC-135, C-32, KC-10, C-17 as well as Aerospace Ground Equipment washing. Approximately 150 exterior aircraft washes are anticipated per year. DFR requires the contractor to collect over 22,000 gallons of used deicing fluid from 270 deicing actions from the ramp area within 30 minutes after an aircraft is deiced, store and transported for disposal or recycling. This commercial acquisition is being solicited as a 100% small business set-aside under NAICS Code 488190, Other Support Activities for Air Transportation, Size Standard $32,500,000.00. The solicitation will be issued on or about 8 Feb 2016. Telephone or verbal requests for the Request for Proposal (RFP) or questions will not be accepted or considered. The RFP will be paperless and be released using the Federal Business Opportunities website at https://www.fbo.gov/. The RFP will contain files in Microsoft Office 2010 and PDF formats. All prospective offerors must obtain a DUNS number and be register in the System for Award Management (SAM) in order to transact business with the Department of Defense. Failure to obtain a DUNS number and register in the SAM may result in the delay of award of contract or possible award to the next otherwise successful offeror who is registered in the SAM at the time of award. Offerors should submit all questions or comments relative to the solicitation electronically only.
