- NASA/GSFC intends to issue a Request for Proposal (RFP) for the Safety and Mission Assurance Services (SMAS) II in support of NASA/GSFC Safety and Mission Assurance Directorate. The purpose of this contract is to acquire specialized safety; quality and reliability; and assurance system services. These services may include but are not limited to, systems safety engineering; industrial hygiene and radiation protection; reliability and risk assessment engineering; mission software and grounds system assurance; and systems review. These services are performed on selected systems being developed by or for NASA, commercial entities and/or other organizations and institutions as directed by the Government.These services can include classified information. NASA is not requesting proposals at this time. NASA anticipates issuing a Draft RFP for a Small Business Set-Aside competition which will result in an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Contract with Cost Plus Fixed Fee (CPFF) Task Orders. The anticipated release date of Draft RFP Solicitation NNG16547352R is on or about March 11, 2016 with comments due on or about April 11, 2016. The NAICS Code and Size Standard are 541712 and 1,000 employees, respectively. Additionally, the resulting contract will include a Limitation of Future Contracting. FAR 9.5 prohibits the Contractor from reviewing its own offers, products, or services, or those of its affiliate(s) or competitor(s) without proper safeguards to ensure objectivity in a manner that protects the Governments interests. Given the mission and safety assurance services contemplated under this Contract, it is possible a Contractor with other NASA contracts could have an impermissible Organizational Conflict of Interest resulting from impaired objectivity. To the extent a future NASA solicitation seeks products or services that are subject to review in performance of this contract, the Contractor will be ineligible to provide those products or services unless the Contractor submits a specific plan fully mitigating the OCI and such plan is approved by the SMAS II Contracting Officer.
