- Description
- Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to issue a follow-on contract for the 2016 Tactical Control System (TCS) Linux Cyber Initial Baseline in support of the MQ-8 Fire Scout UAS to Raytheon Company, Dulles, VA. The contract action will continue the transition of the TCS baseline into the OSD UCS architecture, integration of modern intuitive controls as identified during testing with Fleet operators, integration of SAU 7000 messaging, automated testing procedures in support of future integration & production, and support of the software baseline operating in the field. This action is being awarded on a sole source basis to Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon Company is presently the only qualified source with the unique knowledge of the TCS design, system architecture and technical expertise required for the development of new capabilities or the integration of existing software modules within the required timeframe. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
