ATTACHMENT EQUIPMENT LIST STATEMENT OF WORK Description: This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet. The purpose of this amendment is to revise sections 1.3 and 1.4 of the Scope within the Statement of Work (SOW) to clearly define the government's requirement, revise the on-site date, revise the vetting form due date, answer a questions received thru email on 11th and 13th January 2016. In Addition to remove original file name from the attachment. The new on-site visit date is on 9 February 2016, from 0900 ET to 1500 ET. Vendors must attend the on-site visit to have their prospective proposals considered. Vendors will be allowed to perform diagnostics to the equipment. Vendors must be successfully vetted to be able to participate in the on-site visit. Vendors must have a clearance or be in JPAS. Vendors participating in the on-site visit must submit the attached Vetting Form, completely filled out, to Juan Mojica, juan.mojica@navy.mil or Phone (540) 653-4104, no later than 1200ET on 20 January 2016. Questions Received & Answers: Q1: This gear is all old and there are no more additional FIRMWARE mods coming. Can 1.3 change to just "Maintenance service shall provide coverage for all mechanical, electrical, and electronic components of the equipment in accordance with the Original Equipment Manufacturer (OEM) specifications. A1: Yes, per this amendment Scope section 1.3 is amended as stated below. Q2: It is easy enough to get a tech on-site within 4 hours but it is unreasonable to expect any service provider to meet a 12 hour back to "normal service" for all the equipment listed. This would require significant local sparing of subassembly parts all the way up to full unit replacements for some of the listed gear. A2: This service interval is changed to reflect 12 to 48 hours as stated below. Q3: Does the Site visit need to be performed by a cleared representative? A3: Yes, the representative has to be cleared for the site visit. Q4: Is the list covered now? A4: No, there is no warranty coverage on these items. Q5: Are all the devices running fine? A5: Yes, to the best of our knowledge that's why there is a site visit to give everyone an opportunity to check the equipment for themselves. Q6: "There will be an on-site visit on 26 January 2016, from 0900 ET to 1500 ET." Are those the hours the site is open for visits OR is that the schedule for an all-day site tour? I am trying to figure out if this is a 1 hour "meet-and-greet" (anytime during that day) or a 6 hour guided tour though the facility. A6. The facility is going to be open from 0900 ET to 1500 ET. Take as much time that you need during the site visit hours to allow you as the offer enough information to create an adequate proposal. 1) Delete: • 1.3 Maintenance service shall provide coverage for all mechanical, electrical, and electronic components of the equipment in accordance with the Original Equipment Manufacturer (OEM) specifications. Maintenance shall include any firmware installation required as part of remedial service to restore the equipment to the previous operational state. The contractor shall notify the government when a firmware upgrade is required. • 1.4 The preventive maintenance and on-call remedial maintenance requires the contractor to respond to onsite calls for service within four (4) hours and return the equipment to normal service (i.e. return the hardware and operating system to regular operation) within twelve (12) hours from the time service is requested. The Contractor shall provide on-call maintenance services during Principal Period of Maintenance (PPM), 0700-2100, Monday through Friday (not including Federal Government holidays). 2.) Insert: 1.3 Maintenance service shall provide coverage for all mechanical, electrical, and electronic components of the equipment in accordance with the Original Equipment Manufacturer (OEM) specifications. 1.4 The preventive maintenance and on-call remedial maintenance requires the contractor to respond to onsite calls for service within four (4) hours and return the equipment to normal service (i.e. return the hardware and operating system to regular operation) within forty-eight (48) hours from the time service is requested. The Contractor shall provide on-call maintenance services during Principal Period of Maintenance (PPM), 0700-2100, Monday through Friday (not including Federal Government holidays). 3.)
