Description
REQUEST FOR INFORMATION - SOURCES SOUGHT FOR CASS/RTCASS/eCASS OTPS SUSTAINMENT FOR LOT I, II, III, IV, MCOI, and MAO OTPSs, the VHATS and HTPSs FOR THE V-22 OSPREY This is a REQUEST FOR INFORMATION/SOURCES SOUGHT ANNOUNCEMENT and is issued for INFORMATION AND PLANNING PURPOSES ONLY. This is not a SOLICITATION. This is NOT a request for proposal and is not to be construed as a commitment by the Government to evaluate or purchase any goods or services. The Government will not reimburse for information requested nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this sources sought notice. Information received as a result of this notice will become part of our market research and used to determine interest and capability of potential sources. Proprietary information will be protected to the full extent provided by law. Description: The Naval Air Warfare Center Aircraft Division (NAWCAD) Joint Base MDL, New Jersey is seeking sources to fulfill a proposed acquisition requirement for sustaining the V-22 platform, to include support for: •a) The twenty-six existing Operational Test Program Sets (OTPSs); and the two new OTPSs not yet developed: the new Mission Computer Obsolescence Initiative (MCOI) and the new Mid-wing Avionics Obsolescence (MAO) Vibration, Structural Life and Engine Diagnostics (VSLED) OTPSs. These test sets interface with the CASS Family of Testers (CASS FoT) and test a minimum of 54 separate avionics aircraft components. •b) The V-22 Hydraulic Automated Test System (VHATS), and its associated Hydraulic Test Program Sets (HTPSs) that have been developed to test a variety of aircraft hydraulic systems. The sustainment tasks include: •1. Investigation of V-22 OTPS/VHATS/HTPS symptoms and problems that surface during OTPS/HTPS testing, but have their root causes in the design of the various aircraft components, otherwise referred to as Units Under Test (UUT). Contractor shall then implement design solutions to the V22 OTPSs. These solutions will need to be performed and verified on the CASS FoT to replicate the problems observed during testing. •2. Analysis of the V-22 Aircraft Engineering Change Proposals (ECPs) and implementation of changes to the OTPS/VHATS/HTPS support equipment. These aircraft ECPs may be prompted by obsolescence and/or performance enhancement capability requirements. Analysis of the ECPs must also include the interface requirements of the OTPS/VHATS/HTPS equipment to the CASS FoT. •3. Performance of Engineering Investigations (EIs) and implementation of the required design change for V-22 OTPS/VHATS/HTPS hardware and software issues. These cases often require the failed UUT/OTPS/VHATS/HTPS hardware and the latest released software to duplicate the discrepancy originating in the fleet tested on the CASS FoT. •4. Investigate the continuous modifications and updates of the V-22 aircraft components UUTs that impact the associated V-22 OTPS/VHATS/HTPS and CASS FoT interfaces. •5. Per government direction/request, recommend and implement the upgrades/ modifications to the V-22 OTPS/VHATS/HTPS hardware and software to improve the performance and/or functionality of the subject support equipment. The upgrades, modifications and implementation will be verified on the CASS FoT. The sustainment effort involves engineering analysis <ins datetime="2016-01-14T07:50" cite="mailto:Kearney,%20Scott%20NAVAIR%204.8.6.16"> of changes to both various V-22 aircraft systems and to the equipment supporting those systems. Thus the tasks require an in depth technical knowledge of the functions, operation, and testing requirements of numerous aircraft systems, how they interface with other aircraft systems, and the support equipment developed to test them, as well as the knowledge, operation and interface requirements for the CASS FoT to include the CASS, RTCASS and the newly developed eCASS Automated Test Stations.
