Description

The U. S. Army Contracting Command, New Jersey, Picatinny Arsenal, NJ 07806-5000 on behalf of Project Manager Towed Artillery Systems (PM TAS) intends to solicit, negotiate, and award a new sole source Firm Fixed Price (FFP) Contract for Severn (7) ST-700 System Simulators for the Motion Velocity Sensor System (MVSS). The ST-700 System Simulators is proprietary to Weibel Equipment Inc., 44001 Indian Fields Court Leesburg, VA 20176 and as such the technical data is not currently available. The Justification & Approval for Other than Full and Open Competition addresses performance, schedule and cost risk. Authority for this procurement comes under 10 U.S.C. 2304(c)(1); as implemented by FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This notice of intent is not a request for competitive proposals.
