REQUEST FOR INFORMATION The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), IT Strategic Communications (ITSC) Strategic Communications Program Implementation This Request for Information (RFI) is for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet the requirements of The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Strategic Communications (ITSC) detailed in the White Paper document attached. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PWS. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The VA, OIT, ITSC is performing market research on capable contractors that can provide comprehensive services to establish a consolidated communications program, including but not limited to a holistic communications audit; provide data and analysis of our workforce communications gaps, opportunities, threats, and priorities; and perform duties related to drafting and implementing a comprehensive communications strategy based on data and analysis. Additionally, any information provided in the White Paper document (for example: task areas, periods of performance, contract types, and deliverables) are for RFI purposes only and are subject to change. It is requested that the contractor respond to the following: a.Provide a detailed summary of your technical approach to meet the requirements detailed in the White Paper document. b.Has the White Paper document provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? ______ YES _______ NO (if No, answer question c) c.If "NO", please provide your technical and functional comments/recommendations on elements of the White Paper document that would contribute to a more accurate, detailed Performance Work Statement. d.What is your experience in implementing communications campaigns tailored to a variety of subgroups within an audience of VA's magnitude? e.What skill sets and expertise do you have that is relevant to implementing the types of communications activities needed for organizational change management? f.What are your best practices with enterprise-wide branding? g.Please provide a simplified visual portfolio of your graphic design, interactive design, and web design capabilities. h.What is your experience consolidating multiple, disparate communications strategies into a single, unified voice? i.What approach do you take to strategic messaging development, including key messages, chronological planning, and any other factors? j.Provide a Rough Order of Magnitude (ROM) for the pricing to accomplish the requirements detailed in the White Paper document. k.Please provide the following for your company: -Name of Company -Cage code and DUNS Number -Small Business Size Status -Address -Point of Contact -Phone Number -Fax Numbers -Email Address -Any applicable contracts your company currently holds: (General Services Administration (GSA), Mission Oriented Business Integrated Services (MOBIS), Veterans Technology Services (VETS) Government wide Acquisition Contract (GWAC), etc.) Please submit responses no later than 5:00pm EST on January 28, 2016, via e-mail to mark.mezger@va.gov.
