- Industry Question Template Section M - Evaluation Factors for Award Section L Attachments Section L - Instructions, Conditions and Notices to Offerors Section J Attachments RFP HQ0147-16-R-0008 The Missile Defense Agency re-releases the Draft Requests for Proposal (RFP), solicitation number HQ0147-16-R-0008, for the Agency's "Ballistic Missile Defense System (BMDS) Cybersecurity Management / Computer Network Defense (CSM/CND)" contract under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. MDA encourages industry input, comments, and questions to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities. In particular, MDA is interested in industry comments related to two specific areas: BMDS Knowledge and Small Business participation. Industry questions from the initial Draft RFP revealed a perception the Agency required specific BMDS knowledge to accomplish some of the planned tasks. This is not the Agency's intent and Sections L-12 and M-9 have been modified to address this concern. Additionally, industry questioned realism and achievability of the Small Business subcontracts requirement in the Small Business Subcontracting Plan (Section L-9.1). Questions and/or comments in either these sections, or any other aspects of the Draft RFP are due to MDA no later than 1700 Central Time on January 29, 2016 and may be submitted to TEAMS_CSM-CND@mda.mil, subject line "TEAMS BMDS CSM/CND RFP." Please use the RFP attached BMDS CSM CND Industry Questionnaire Template to submit questions and/or comments. The NAICS code for this solicitation is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology).
