- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Group, Denver Colorado, intends to award on a sole source basis to University of California, San Diego (UCSD), 9500 Gilman Drive, Department 621, La Jolla, California, 92093-0621. The requirement is for a better analytical tool to predict the seismic lateral earth pressures for configurations that include groundwater effect, cohesion effects, non-horizontal zone effects and compaction/in-place density effects under various ground accelerations through the use of the UCSD Large High Performance Outdoor Shake Table (LHPOST). The LHPOST has exclusive capabilities in the United States to perform large-scale dynamic testing of earth retaining structures. Specifically, the LHPOST enables large, full-scale testing of structures and soil-foundation-structure interacting systems using simulated near source ground motions. The LHPOST steel platen table design consists of a three-piece assembly with each assembly piece having plan dimensions of 13.3 feet by 25 feet giving a total shake table area of 40 feet by 25 feet. The vertical payload capacity of the shake table is 4.5 million pounds and the frequency bandwidth capability is 0-20 HZ. The North American Industry Classification System (NAICS) code for this acquisition is 541380 and the size standard is $15 million in revenues. Competition is restricted to only one source per FAR 13.106-1 (b)(1). The Government intends to solicit directly with the University of California, San Diego. No solicitation package will be issued. This notice of intent is not a request for competitive quotes. However, if any interested party believes that they can meet the above requirement, they may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to vmccoy@usbr.gov. No faxed documents will be accepted. If no responsive statements are received by 1/21/2016 at 12:00 PM MST, an award will be made to the University of California, San Diego.
