- The Naval Surface Warfare Center Panama City Division (NSWC PCD), Florida intends to award a firm fixed price purchase order based on a limited competition between Teledyne ODI, Ametek SCP, Brantner & Assoc. Inc. and Teledyne D.G. O'Brien, Inc. for the following Seal Delivery Vehicle (SDV) cable assemblies: Crew Cable Assembly (P/N: 7648256-1) Qty: 6 EA, Radio to GPS Cable Assembly (P/N: 7648211-1) Qty:10 EA, KVM Cable Assembly (P/N: 7110412-1) Qty: 6 EA, Pilot/Co-Pilot Cable Assembly (P/N: 7648255-1) Qty: 4 EA, Diver Comm Cable Assembly (P/N: 7648254-1) Qty: 35 EA, Sound Velocity Sensor Cable Assembly (P/N: 7110331-1) Qty: 6 EA, Radio to Amplifier RF Cable Assembly (P/N: 7648210-1) Qty: 6 EA. The Government reserves the right to make multiple awards on an all some or none basis. This purchase is unsuitable for full and open competition for the following reason Teledyne ODI, Ametek SCP, Brantner & Assoc. Inc. and Teledyne D.G. O'Brien, Inc. are the only approved sources of supply for the SDV Cable Assemblies, under Naval Sea Systems Command (NAVSEA) approved Source Control Drawings Nos.: 7648254 rev. C, 7648256 rev. C, 7648256 rev. B, 7648256, 7648255 rev F, 7648255 rev C, 7648211 rev. D, 7110412 rev D, 7110412 rev. C, 7110412, 7648210 rev. G, and 7110331 rev. E. These are the only items approved for this use by the SDV Project Configuration Manager. As such, these are the only sources capable of meeting this requirement. All drawings referenced herein are distribution limited to DoD and DoD Contractors only. Additionally, these drawings contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.). Cables will be delivered to the Naval Support Activity - Panama City, Receiving Officer, 101 Vernon Avenue, Panama City, FL 32407-7018. The basis for award will be a fair and reasonable price. Delivery shall be 180 days from contract award. Offerors wishing to provide responses/comments to this synopsis shall do so via email ONLY to alex.potter@navy.mil no later than the closing date of this synopsis. The closing date of this synopsis is 1 February 2016 The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management (SAM) database.
